Along with the current works on the renovation of the Senj harbour, the Senj Port Authority has begun to develop projects for the extension of Senj's port, so that the breakwaters can be lengthened.
As Morski writes on the 2nd of April, 2019, the Điga breakwater, more specifically the Sv. Marija breakwater, would be extended by a further one hundred metres, adjusted to the length of Jadrolinija's ferries, and the Hungarian riva (waterfront), would be extended by another thirty metres. The construction of a brand new waterfront instead of Senj's current wooden waterfront would add another pier to the southernmost part of the harbour, opposite to Tičak house. According to the conceptual solution which has been drawn up for the project, this operation would cost around 110 million kuna net, and VAT still needs to be added to that figure, Novi list writes.
An assessment on the environmental impact for this project has already been prepared, which is already in process at the Ministry of Environmental Protection, and after the release of the competent ministry's observations, what further steps which need to be taken will be known, eventually followed by the issuance of the required building permits.
''Breakwaters can be co-funded from EU funds and we've already asked for this and have received a firm opinion on it, and internal arrangements such as the 300 new communal berths can be funded from national funds and from the Port Authority's budget,'' said Senj's port authority director Predrag Dešić, adding that with the realisation of this project, Senj's port would boast much greater functionality.
In the port part of the Hungarian waterfront, the conditions for accommodating tourist ships and smaller cruisers would be created, which would substantially restore the basic role of the harbour, while ferries to nearby islands and liner ships would have their place at Điga. After this extension, Senj could be a significant port for tourists from Istria and from the islands, such as Lošinj and Cres, who would like to visit Plitvice Lakes because a combination by sea to Senj and buses to Plitvice would shorten their journey by about two hours, make it much more enjoyable, and the actual visit to Plitvice would last longer. This is a very desirable combination, given that road traffic, especially in the summer, is slow and cumbersome.
New funding in the amount of three million kuna, approved by the Ministry of Maritime Affairs, Transport and Infrastructure for the Senj Port Authority this year, will be intended for the repair of the main harbour, which is essentially a continuation of the works on the current project of renovating Senj harbour as a whole.

The Zagorje castle, with a welcome 126 million kuna in investment, is becoming a tourist attraction.
As Bernard Ivezic/Poslovni Dnevnik writes on the 26th of March, 2019, in beautiful Zagorje, the very first scientific destination in Croatia is being built. Krapina-Zagorje County has launched a public tender for the architectural solution for the reconstruction of the castle and gardens of Stubički Golubovec.
This old Zagorje gem is otherwise one of the best preserved Croatian castles and the place in which this year's Seljačka buna will be held will be transformed into a "scientific centre". This is a new type of institution for Croatia, one that unites the functions of the museum, an entertainment park, and the innovation centre for the popularisation of science.
The county is planning to move the Science Educational and Entertainment Centre (ZEZ) to the castle's grounds. This is the same project that was supported by the City of Zagreb six years ago, it was ready to invest 200 million kuna into the project, transforming the castle into an Italian pavilion at the Zagreb Fair, but after much talk, nothing happened. A likely story.
Krapina-Zagorje County announced the plans for the creation of the centre last year, in addition, it has also announced the first tender for the beginning of its eventual realisation. The tender is a somewhat modest one, worth 1.5 million kuna, but is an introduction to an eventual investment which is currently estimated at a massive 126 million kuna.
A similar centre exists in Finland, Heureka near Helsinki, attracting an average of 280,000 visitors per year, it has become the most popular recreational destination in the country. In 2012, the AHHAA Science Centre in Estonia (with more than 500,000 visitors) was the strongest tourist attraction in that country, too. This new addition to Croatia could bring fruit, and a lot of it.
The are more and more similar institutions popping up in Europe. If this move in Croatia manages to see the numbers Finland saw, it would mean that ZEZ would exceed the number of visitors to Dubrovnik and its museums, which according to MDC's data on visits to Croatian museums in 2017, came in fourth place. With half a million visitors to the science centre in Estonia, ZEZ would become the most visited cultural destination in Croatia, overtaking the incredible Pula Arena (486,966 visitors), Diocletian's Cellars in Split (357,745) and Klović's Palace in Zagreb (314,767 visitors).
Željko Kolar, Krapina-Zagorje County's prefect, says that when taking into account examples from other countries and cities across Europe, the opening of the ZEZ Zagorje Centre represents a great development potential.
"Krapina-Zagorje County, Donja Stubica and the ZEZ cooperative, as partners in the project, realised that there's a need to popularise science and education in Croatia, and that the establishment of a scientific educational and entertainment centre would provide a good basis for that very popularisation of science and education, scientific institutions, and the economy, supporting entrepreneurship and directing young people towards science,'' stated Kolar.
He added that they are entering the modernisation project slowly because they want to preserve the rich cultural heritage of the castle and the gardens.
Davor Komerički, ZEZ's initiator, says he is now finally satisfied with the pace at which things are moving. He pointed out that the gross value of the project stands at 126 million kuna, and 85 percent can be funded from EU funds.
"We've been developing this project for a long time, and we started it in 2010, and when the EU evaluated projects that Croatia could apply for EU funds for before the accession of Croatia [to the EU], our project was one of the 20 best rated ones. We were in the eighth place out of all of the projects from Croatia,'' Komerički noted.
He also stated that their aim is to prepare the necessary documentation by September in order to retrieve the aforementioned funds. "If everything goes to plan, in two years Zagorje's ZEZ centre will be open in the castle," Komerički said.
According to the currently available data, Zagorje's ZEZ centre will occupy 5,000 square metres, of which 3,200 will be in the castle area itself. An additional space of 1,800 square metres will be built next to it. There will also be a science park with exhibits in an arboretum of 5,000 square metres. The centre itself will have as many as 30 different facilities.
"The goal is to be self-sustainable, both energetically and financially. In addition to being a great tourist bait for Zagorje, it's located just 200 metres from the section of road that connects Zagreb with Stubičke Toplice,'' Komerički said.
"Krapina-Zagorje County is the best continental destination of 2018, and with this project we'll further develop our tourism offer, of the county and of the entire region,'' Željko Kolar added, stating that he expects a major impact of the centre on both tourism and the economy in Krapina-Zagorje.

As Morski writes on the 21st of March, 2019, the first conference regarding the construction of a brand new ferry dock in the port of Kaprije has been held at Šibenik's city hall, handled by the Port Authority of Šibenik-Knin County.
The total value of the island's ferry dock project currently stands at over 11 million kuna, of which 9.3 million kuna is being financed by European Union funds, 1.6 million kuna is being co-financed by the Croatian Ministry of Maritime Affairs, Transport and Infrastructure, head by Oleg Butković, while the Port Authority of Šibenik-Knin County is participating in the project with a bit more than 42,000 kuna.
The details of the new Kaprije project were presented to those gathered by the director of the competent port authority, Željko Dulibić, who pointed out that the new pier will be 55 meters long, with a surface measurement of 330 square metres, and will allow for vessels with deeper beams that are less susceptible to the impact of winds to dock, and so that the island of Kaprije's inhabitants will be better connected to the mainland.
The location on which the ferry dock is set to be constructed is located in an area which is managed by by the Port Authority of Šibenik-Knin County and is located about 700 metres northwest of the centre of Kaprije.
The main objectives of the project are to improve the traffic connections of the island of Kaprije with the mainland City of Šibenik and the other islands which belong to the Šibenik archipelago, improve traffic safety within the centre of the bay and Kaprije, improve the access of Kaprije's residents to their respective workplaces, education facilities, medical facilities and other such locations which typically lie on the mainland, and reduce traffic congestion and noise as well as aim to improve overall traffic safety within the centre of the bay and Kaprije.
The current foreseen deadline for the completion of this infrastructure project is summer 2020.

As Morski writes on the 21st of March, 2019, a session of the Municipal Council of Vela Luka on the island of Korčula was attended by the county's deputy prefect Joško Cebalo, who expressed the wider county's support for all of the innovative projects currently being prepared and implemented by the municipality, which are aided by EU funds.
''This time especially, I'd like to emphasise sincere congratulations to all of the employees of Vela Luka's home for the elderly for the municipal award that will be given to them today,'' Joško Cebalo stated, adding that the project of energy renovation for the home, which is worth more than four million kuna, will soon begin.
Port infrastructure is still seen as a top priority for Vela Luka. Deputy Prefect Cebalo stressed the fact that this issue really is a matter over which the county's administration is continuing to take care and that one of its main priorities is the continued renewal and further construction of Vela Luka's highly important port infrastructure.
According to him, the county is currently preparing as many as eight projects worth over 500 million kuna in total, and the most important for Vela Luka's residents were highlighted, these include the construction of a new ferry-passenger terminal worth 60 million kuna, which should be implemented this year, and the project of the construction of a fishing port, for which the project documentation is currently being prepared.
''As the completion of the construction of Pelješac bridge will be the symbol of the first decade of Croatia's membership of the European Union, these two projects in Vela Luka will symbolise [our] development thanks to EU funds, as well as our care for the islands,'' concluded Vela Luka's deputy prefect.

Split-Dalmatia County is getting ready to make the most out of nautical tourism.

As Morski writes on the 14th of March, 2019, this autumn is set to bring work on Croatia's blossoming nautical tourism sector as central Dalmatia will see the opening of as many as nine construction sites designed for nautical tourism ports, as was announced by Split-Dalmatia County's tourist board.
The planned investments of the County Port Authority in the area of Central Dalmatia, with the support of the appropriate ministry, amount to approximately 300 million kuna this year, which will significantly improve the entire area's maritime infrastructure, according to a report from Dalmatinski portal.
''The construction of a port with a waterfront and accompanying facilities in Omiš is being prepared. Throughout 2019, preparations will be being made for the beginning of the construction of the harbour and breakwater for all types of vessels except for the ferryboat in Bol on the island of Brač.
The Rogač port project on Šolta was realised, Stomorska port in the east of Šolta and Splitska on the island of Brač will be done up. In Sućuraj, on the eastern point of the island of Hvar, this autumn works on the re-doing of the harbour, which will result in completely new look for Sućuraj, are set to take place. The same will take place in Kaštel Stari, where a port project with all of the accompanying amenities is being implemented,'' added the Split-Dalmatia County tourist board.

The Pelješac Bridge saga continues, and deadlines for various parts of the job, be it on the bridge itself or on its required access roads, rather unsurprisingly see more and more extensions...
As Josip Bohutinski/VL/Poslovni Dnevnik writes on the 13th of March, 2019, the State Commission for the control of public procurement procedures (DKOM) has dismissed an appeal lodged by Varaždin's Colas to modify the tender documentation for the construction of Ston's bypass of Sparagovići - Papratno and Papratno - Doli.
As Večernji list reports, Colas actually only lodged an appeal one day before the expiry of the bidding deadline on February the 14th, 2019. DKOM assessed this appeal, deemed it to be unfair and subsequently rejected it. The tender for the construction of the Ston bypass road was announced on December the 3rd, 2018, with the deadline for the submission of bids for the job set for the 21st of January this year.
Due to the requirements of potential contractors requesting explanations of the tender documentation, the bidding deadline has been extended several times. The estimated value of the works for the construction of the Ston bypass road is 449.1 million kuna, and according to the tender documentation, the chosen contractor will have a deadline for completing the works, which is currently 30 months from the date of introduction to the job.
While Croatian roads (Hrvatske ceste) can be satisfied with DKOM's decision on the (very late in the day) Colas appeal for this part of Pelješac Bridge's access road, when it comes to the second part of the Pelješac Bridge access road, the Duboka-Sparagovići section, the commission's decision will have to be waited on once again. Namely, the decision for this access sectiont to be built by the Greek company J&P Avax has received an appeal from Aktor SA, another Greek company that participated in the tender, as well as Austria's Strabag. J&P Avax offered 464.9 million kuna without VAT to build the Duboka - Sparagovići road section. The estimated value of these works currently stands at 482 million kuna. Offers for these works were officially opened in June last year.
In addition to J&P Avax, the job of constructing twelve kilometres' worth of this section was desired by six other companies and consortia. In the selection decision, it was stated that J&P Avax's bid was, according to the selection criterion, rated the most economically advantageous. The Aktor SA offered 464.6 million kuna, and Austria's Strabag offered 478.3 million kuna. The lowest bid was offered by Integral engineering from neighbouring Bosnia and Herzegovina - 321.2 million kuna, but that was rejected for its unusually low price tag. Colas, the company to lodge an appeal, also had its offer of 52.5 million kuna rejected, and the China Road and Bridge Corporation were also rebuffed with their offer of 647.8 million kuna, because these offers exceed the estimated value of the works, and the Chinese didn't extend the validity of their offer. Offers were also submitted by the GP Krk association and Euro-asfalt from Bosnia and Herzegovina, with a 444.3 million kuna price tag.
The scheduled deadline for construction of the Duboka - Sparagovići road section currently stands at 33 months from the date of the contractor's introduction to the job. Given the fact that in such proceedings, DKOM requires two months to decide on an appeal, the beginning of construction of this section can likely be expected to begin sometime during the middle of this year and not before.
The bid for equipping and supplying the Duboka - Sparagovići section came to an end in February with three offers. The estimated value of these works stands at 38.2 million kuna, and all three bids received are well above this amount. Valard offered 52.9 million kuna, Dalekovod offered 57.3 million kuna, and Elektrocentar Petek offered a handsome 59.5 million kuna. Croatian roads have stated however that they will cancel this bid and announce a new one in which everything needed for the Duboka - Sparagovići section and the Ston bypass will be unified.
Croatian roads have also pointed out that the deadline for completing the entire Pelješac bridge project, meaning the bridge's actual construction and the construction of its access roads, is now January the 31st, 2022.

One of the richest people in the Balkans is putting his money where his mouth is in Dubrovnik's picturesque Lapad area, known for its beach, Cave Bar More, and numerous hotels. Tihomir Brajković is kicking off his investment in Dubrovnik with the construction of six luxury villas in this location in the Pearl of the Adriatic.
As Novac/Anton Hauswitschka writes on the 9th of March, 2019, Tihomir Brajković, a well known businessman from Kiseljak, Bosnia and Herzegovina, and one of the richest people in the Balkans, is busy going to work constructing six brand new luxury villas in Babin kuk (Lapad) just above Hotel More. The removal of trees and other rubble has already begun, and excavation work could be next, according to a report from dubrovački.hr.
Brajković, or more specifically his very appropriately named Dubrovnik-based company ''Six Luxury Villas d.o.o.'', is the owner of some very attractive land located along Ulica Kardinala Stepinca (Cardinal Stepinac street) right next to some residential buildings.
Unconfirmed news from Dubrovnik's city administration claims that Brajković has indeed started with the preparation of a land parcel according to the current general urban plan in the construction zone, and it is soon expected that the investor will request the necessary building permits to continue. This procedure, as they say, may take up to a year, but as long as the current spatial plans are properly in place, there is no reason that all of the necessary documentation won't be able to be obtained.
The very few who have seen the conceptual design say that they are buildings that will give their future owners the ultimate sense of total luxury and that their architectural bases remind them of the buildings across on the other side of town in the Eastern location of Sveti Jakov. Novac tried to find out directly from the Kiseljak entrepreneur what will exactly happen when he starts building in Dubrovnik, but contact with him from Dubrovnik failed.
Brajkovic founded the company ''Six Luxury Villas'', based on Vukovarska Ulica (Vukovar street), in the former DTS building, back in 2015. More specifically, the company's founder is his Swiss company PET engineering AG, which is led, at least according to the Swiss register, by Josip Šubašić, while Brajković himself is the director of the Dubrovnik-based company.
It's worth recalling the fact that Tihomir Brajković is the owner of Tibra Pacific and Meso-Impex, and has made his fortune in the construction sector, more precisely in terms of housing construction. In Sarajevo, in the Stup area in August last year, Brajković started building a business-residential complex which consisted of three buildings, while at the same time the media in neighbouring Bosnia and Herzegovina incessantly ran negative stories on his Meso-Impex company, which allegedly owes the state more than 9 million convertible marks.
Brajković also become better known to the Croatian public when he planned to build a residential building in Makarska back in 2015 with its own state-owned observatory and astro park incorporated into it.
Although Forbes recently listed him on its enviable list of the wealthiest entrepreneurs in the region, Tihomir Brajković himself is a man who seems to consciously avoid the media and other forms of publicity. An individual picture of him is impossible to find, he isn't inclined to making media statements, nor is he inclined to accepting other types of interviews. In recent years however, he has quietly invested heavily in numerous projects and investments and even managed to negotiate the construction of a hydro power plant on the river Bosna with authorities in Zavidovići.

Good news for Novi Vinodolski as the construction of the much anticipated port in Povile begins within the scope of a wider project which encompasses ports up and down the Croatian coast.
As Morski writes on the 2nd of March, 2019, the Minister of Maritime Affairs, Transport and Infrastructure, Oleg Butković, signed a contract with the director of Zadar County Port, Velimir Antić, on the co-financing of the "Port of Povile - Phase 1". For the realisation of the Povile project, the Ministry of Maritime Affairs, Transport and Infrastructure assigned 8,000,000.00 kuna to ŽLU Novi Vinodolski.
The funds are intended to co-finance the realisation of the first phase of the works in Povile, which are being realised within the project for the construction and reconstruction of substructure facilities in ports across the Republic of Croatia which are open to public traffic, and which are considered at both the county and the local level as important. Within the same scope, the modernisation, reconstruction and construction of fishing infrastructure will also take place.
The move which took place in Povile itself was marked with the signing of the framework agreement for the procurement of works on the construction of the breakwater and shoreline area in the port of Povile, and the contract between the Novi Vinodolski Port Authority and the contractor for the Povile port project, which was signed by the director of the County Port Authority, Velimir Antić, with Radojko Brnčić, the director of the company SUN ADRIA d.o.o., which is the selected contractor for the job.
With the signing of the above mentioned contracts, the local authority of Novi Vinodolski County Port, in cooperation with the Ministry of Maritime Affairs, Transport and Infrastructure, will achieve their goal of increasing the capacity of boats for the local population, as well as the realisation of berths for the needs of sport and other types of boats, the facilitating of further access for excursions and other types of tourism, primarly referring to liner ships, by increasing the safety features of the port and the access to thecoast, reports the Ministry of Maritime Affairs, Transport and Infrastructure.

After a decade of silence and complete inactivity, the Croatian Government is moving once again towards the temptation of a highway construction project towards Dubrovnik, a move initially started by former PM Ivo Sanader.
As Kresimir Zabec/Novac writes on the 2nd of February, 2019, after a rather unnecessarily lengthy and of course unclear title, the conclusion of the ''study documentation for the road connection of southern Dalmatia to the motorway network system of the Republic of Croatia from the Metković junction to the future Pelješac bridge and from the Doli junction to the City of Dubrovnik'' (yes you can take a breath now), which was adopted during Friday's Government session held in Dubrovnik, has actually led back to the beginning of re-activating the old plan to build a highway to Dubrovnik.
The last time constructing a highway to Dubrovnik was mentioned was way back in 2009, ten whole years ago, when a construction contract worth 3.675 billion kuna was signed in Osojnik in the presence of the controversial former Prime Minister Ivo Sanader, an amount which didn't include the VAT for the planned Doli - Dubrovnik section. Although the contracts were indeed signed, the money for this project was never secured, therefore the works never started and all in all, time went by and people simply forgot about it for the most part.
Although there are permits, projects and designs from that time that still exist and could be acceptable today, Croatian roads (Hrvatske ceste) will spend 4.06 million kuna this year to take a better look at the southern Dalmatian transport system in the area of Dubrovnik-Neretva County and its link with the existing highway network, and determine the feasibility of any highway construction from the existing Metković junction to the future Pelješac bridge, and then from Doli to the City of Dubrovnik. They'll also rule whether or not it is simply better to use the highway through neighbouring Bosnia and Herzegovina.
EU co-financing
Croatia's Minister of Maritime Affairs, Transport and Infrastructure, Oleg Butković, has already jumped the gun when it comes to the talks held on Friday, stating that the Ploče - Dubrovnik motorway will be built, but the question is when. He is counting on the EU being prepared to co-finance the project in the next operational period. However, some insist that a study is needed because the road image itself has changed over the past ten years, not only in southern Croatia, but also in Bosnia and Herzegovina. The motorway was built behind Ploče and the where the future Pelješac bridge will be, in neighbouring Bosnia and Herzegovina, the construction of part of the Vc corridor from Počitelj to the border with Montenegro through Popovo polje has also begun.
Compared to ten years ago, the highway would now be changed somewhat. Back then, the route went from Ploče to the border with Bosnia and Herzegovina at Neum and then continued on the other side down south to Dubrovnik.
It was estimated that eighty kilometres of highway from Ploče to Dubrovnik could cost around 732 million euros.
Today, it is assumed that the direction would go from the current Karamatići junction to the Pelješac junction, from where traffic will go down to Pelješac bridge. That equals approximately twenty kilometres of brand new highway sections. The traffic would continue along the new Pelješac road to the Doli junction, and from there 29.6 kilometers of highway would be built leading down to Dubrovnik.
According to the old 2009 project, a total of thirty objects needed to be built, of which there were ten viaducts, nine tunnels, and eight underpasses. Back then, the price of one kilometre of construction was 16.5 million euros without VAT, equalling a total of almost half a billion euros without VAT. The price of the construction of the highway from Karamatići to Pelješac is as yet unknown, but this section is also a very demanding part of the project as the route passes through the Neretva valley, so a high level of environmental protection will be required. Owing to all of the above, estimates are that the entire highway from Ploče down to Dubrovnik could stand at a massive 800 million euros.

The Chinese need to have Pelješac bridge completed in just over thirty months time (by July 2021), but what of the actual access roads leading to it? That appears to be quite another story, and rather unsurprisingly - a long and potentially complicated one.
As Josip Bohutinski/VL/Poslovni Dnevnik writes on the 9th of January, 2019, the first signs of life of the construction of Pelješac bridge site began today.
The Chinese consortium led by the China Road and Bridge Corporation signed up for this demanding job more than five months ago, and according to the contract, Pelješac bridge has to be built within 36 months, meaning that this strategic Croatian project should theoretically be completed in the summer of 2021. While works on Pelješac bridge itself have finally begun, albeit slowly, the works on the bridge's obviously required access roads are not even close to their beginning. So far, no contractor has even been chosen to build these roads, and Croatian roads (Hrvatske ceste) has now launched two tenders for the eventual construction of the bridge's access roads.
In regard to the first part, more specifically the Duboka-Sparagovići section of the road, offers will begin being taken in the middle of June, but the decision on the contractor has not yet been made, although it has been stated in the related documentation that this decision will be made within 120 days from the day of the opening of the actual bid. It has also been stated that the chosen contractor will be required to build their section of the road within 33 months following their initial introduction to the job. Whether or not Pelješac bridge and its access roads will be completed at the same time is already questionable.
Problems can be foreseen, or better to say predicted for argument's sake, that if one takes into account the simple fact that once the contractor is finally selected, other bidders have the right to appeal, and the resolution of these procedures in such bids typically last anywhere up to three months. If Croatian roads decided on the contractor soon, that contractor would still not actually have anything to do with getting any of their work done until the middle of the year. Seven offers have come in so far, the lowest of which was sent by Integral engineering from neighbouring Bosnia and Herzegovina, ironically a country which has shown the least support for the construction of Pelješac bridge.
Back at the beginning of December 2018, a public tender for the construction of the second part of Pelješac bridge's access roads was published, and the currently estimated value of these works stands at a massive 449.1 million kuna. The deadline for bids for the second part of the road is January the 21st, 2019. The selected contractor will have a 30-month deadline for the construction of the 18 kilometre road to be put into operation, but once again, appeals are expected to follow any final decision, which translates to more waiting around, and more wasted time.
