May 4, 2021 - Croatia has received great recognition. The best restaurant in the world, the Danish NOMA, Renea Redjepija, declared the Banija Chefs team from the Chef Cooks Home Association the heroes of the pandemic after they called on everyone who showed up to help in any way to apply.

Večernji List reports, the Chef Cooks Home Association nominated chef Bojan Kljajić, the chef in Sisak during the chefs' humanitarian work after the earthquake in Petrinja, and the volunteer coordinator, Mirta Livingston.

"We are proud to confirm that NOMA announced yesterday that our team has been declared the heroes of the pandemic and will be the first to visit when the restaurant opens after the lockdown, for which they will cook a special dinner," they wrote on the official Instagram page. More details were revealed by chef Mirta Livingston.

"I fainted from happiness when I saw the mail in the evening that we received the award. We have been very kindly asked to confirm that we accept it by May 6th".

"They give a prize by organizing a "Heroes of Pandemic" dinner, and when I found out, I didn't even think about how many winners there were," says the excited volunteer from Banovina who teamed up with many chefs in the earthquake-stricken area, including famous chef Mato Janković. They prepared more than 20 thousand meals for the citizens of Petrinja and the surrounding area.

The dinner will include heroes of the pandemic from all over the world, about a hundred of them - from Croatia to India. "Considering that they only provide dinner, and we pay the travel and accommodation costs ourselves, I don't know how, say, someone from India will get to Denmark," said Mirta.

"So when you ask me what I hope for, I know that Bojan and I can go at our own expense, and my thinking goes in the direction, given that we do not represent Mirta and Bojan, or even the Association ... we represent Croatia, and they are Croatian volunteers between which there is no difference," claims Livingston, explaining that the final recipient of help does not care if someone from Pleter, the Red Cross or their association cooks for him.

"We prepared more than 20 thousand meals and baked two tons of cakes for 0 kuna and thank God that the whole of Croatia is as it is, with a big heart, so that we had donations with which we could do it."

The Chef Cooks at Home association ”is just a wheel, and Bojan and I are an even smaller wheel," Mirta said and added: “ We are talking about Croatia here. That is the Croatian story. I'm not quite sure if it's okay that Bojan and I pay for the ticket ourselves. That ticket can cost 200 euros, and if we found donations for 20 thousand meals, I believe we will find it for a plane ticket, but that is not the point of the story. The point is that Croatia could show the whole world by our example that Croats are good and organized People!" concludes Mirta.

ZAGREB, 13 April, 2021 - A large convoy from Bavaria, carrying more than 70 tonnes of humanitarian aid from Bavaria for residents of Sisak-Moslavina County, hit by a 6.2 magnitude earthquake on 29 December 2020, arrived at a divers' base in Petrinja on Monday.

The drive, organised by divers and Ante Šistov, helped collect more than 70 tonnes of construction material, including bricks, oriented strand boards, electrical fittings, doors, tiles, etc.

Šistov said this was the second humanitarian convoy for the region of Banovina, noting that so far more than 120 tonnes of humanitarian aid had already been delivered to the quake-hit region.

The base for the collection and distribution of humanitarian assistance in Petrinja was set up by the HRVI Nemo-Adriatic association of divers-disabled war veterans, with support from the Croatian Homeland War Volunteers Association and the Promocija Ronjenja agency.

The campaign, which is still ongoing, has been joined by numerous divers' clubs and centres from Croatia and abroad, firefighters and rescuers from Slovenia, Italy, Germany, Austria as well as numerous German companies.

April the 13th, 2021 - The Croatian Reconstruction Fund has begun work, and the vast majority of decisions on renovations following the earthquakes which rocked the country in 2020 relate to the City of Zagreb.

As Poslovni Dnevnik/Suzana Varosanec writes, the plan for the implementation of the organised reconstruction following the earthquakes, including contracting designers, the preparation of documentation and reconstruction works has all been made available from this week. Given the amount of damage from the earthquakes which struck back in March and December 2020 totalling 127.6 billion kuna and the number of requests that are now open, things will take a very long time to complete.

The total costs of the Croatian Reconstruction Fund in the first three months of 2021 amounted to a staggering 182 million kuna, of which 95 percent was paid out in the form of compensation for damages caused by the devastating 2020 earthquakes. On the other hand, 6433 requests came from the most recently hit Sisak-Moslavina County, 1054 from Zagreb, 351 from Zagreb County, 74 from Krapina-Zagorje County and 5 from Karlovac County.

In the first quarter, the Croatian Reconstruction Fund received temporary solutions for three Zagreb buildings (six more have since been received over recent days), but they require technical and financial control.

It will be implemented by the Croatian Reconstruction Fund and the cases will be returned to the competent Ministry in order to reach their final solutions, but in order to finally act on them, the Croatian Government must adopt another programme of measures that will work to clearly define all of the procedures from building demolition to reconstruction.

What seems to be going quite quickly, according to the director of the Fund Damir Vandjelic, are the payments for emergency interventions, with the staffing of Vandjelic's closest team of associates and the organisation of key services.

The director of the Public Procurement Documentation Service is Sasa Miroslavic, who was the head of the public procurement sector at the Ministry of Health, while the director of the Independent Fraud Prevention Service, Davor Iljkcć, was in the Ministry of the Interior for sixteen years, also as a group leader in the Economic Crime Service.

Miroslavic is in charge of a transparent way of procurement management within the Croatian Reconstruction Fund. The first criminal report on the suspicion of a possible criminal offense of abuse during the emergency intervention, in the amount (unofficially) of 1.5 million kuna, however, has already been forwarded to the State Attorney's Office and will be looked into.

April 11, 2021- The severe earthquake that struck Sisak-Moslavina County on 29 December 2020 destroyed the building housing the Petrinja Municipal Library and Reading Room. Still, it has now reopened a housing container, making it possible for residents to enjoy books again.

"We think we have succeeded because, as I said in our requests for help, a city without books is not a city," the director of the City Library, Ante Mrgan, said earlier this week on the occasion of opening the first container library in Croatia.

Several days after the devastating earthquake, Mrgan and his colleagues started rescuing the books and equipment. They would enter the library's storage space wearing protective helmets and sort the library stock, with each new tremor posing an even greater danger.

"At that time, when I entered the library building, it hadn't yet been classified as 'red.' The earthquakes were happening all the time, and it was impossible to know when stronger ones would occur," the director recalled.

After a quick inspection, the building was declared unusable, and each new tremor caused more damage. The last one occurred a few days ago, and new consequences can already be seen. There is no concrete information about the damage because the Petrinja Open University manages the building. However, the documentation preparation is underway, and we will see what the profession will say, Mrgan said.

The building is located on sandy and soft ground. During the construction in the 1940s, pillars of an old Turkish fortress were found. The basement is very humid, and the building had cracked in some parts even before the earthquake due to heavy traffic, requiring repairs even then, the director noted.

He added that he would like the building to be torn down and a new and safer one built for all the cultural needs of the people of Petrinja.

Today, the library and its stock are housed in 11 containers, and there is a playroom for children in one of them.

April 6, 2021 - Three Petrinja siblings launched a humanitarian action for the City Brass Band and Wrestling Club with the promise to build a better future for Petrinja's youth. Now, Petrinja artists have joined the cause. 

A humanitarian action was initiated by three Petračić siblings, Sanja, Iva, and Tin, whose goal is to raise funds to reconstruct Petrinja's culture and sports institutions, which are two great symbols of the city. Renovations would bring life back to normal for the Petrinja youth. They hope to raise 120 thousand kuna, reports Diva.hr.

"People often ask us why brass music and wrestlers? The answer is straightforward: our goal is for children and young people in Petrinja to have a place to spend their free time and be safe. We believe that the state will take care of accommodations. It is up to us to ensure the preservation of the centuries-old tradition of Petrinja brass musicians and continue the series of medals of our Petrinja wrestlers.

Almost all activities for children in Petrinja disappeared with the earthquakes. Unfortunately, some families moved away because they cannot provide children with cultural and sports activities, which acted as an alternative to parks and cafes. Infrastructure and houses are a priority, but so are children and their talents," said Sanja Petračić.

More than 150 youngest members of the City Brass Band and the Wrestling Club lost their place to play, train, and socialize after the earthquake.

Petrinja City Brass Band, with a tradition of more than 213 years, is the oldest music association in the city, and for Petrinja, it is much more than a music orchestra. To this day, in various forms and through different states and arrangements, brass music has never interrupted its work for long periods of time. The Brass band represented Petrinja in many cities in Croatia and Europe and thus became one of the city's symbols.

"I grew up with city brass music. With this action, we want to make it possible for all young Petrinja residents," adds Iva Petračić.

The Petrinja Wrestling Club is the most important and most successful sports club in the city, with five championship titles in Yugoslavia and six Croatian championship titles. Club members also included 1984 Olympic winner Vlado Lisjak and the bronze medalist Milan Nenadić from the Olympic Games in Munich in 1972.

"I made the first steps forward in the wrestling hall where my dad took me. Today, as a kinesiologist, I know that wrestling is an excellent base for all other sports and a fantastic activity for youth development," concludes Tin Petračić.

Petrinja artists and friends of Petrinja also joined the humanitarian action. Sculptor Mato Andrić, photographer Besim Mujezinović, potter Valentino Valent, and painter Josip Pintarić Puco donated their works of art for the humanitarian auction: two paintings, the first "earthquake pot" and photographs taken after the earthquake in Petrinja.

The donations collected in this humanitarian action will be directly and purposefully used to purchase sports equipment and props for the Wrestling Club's work and the purchase of official uniforms and musical instruments for the City Brass Band. April the 3rd, 2021 - The government has increased the sum of financial aid intended for the Croatian earthquake reconstruction process. Here are the new amounts and procedure details.

As Poslovni Dnevnik writes, the financial aid for the reconstruction/rehabilitation of non-structural elements on property damaged in the earthquake is now being increased from the previous 12,000 kuna to 16,000 kuna. This will regard family homes, residential and commercial buildings, apartment buildings and office buildings.

If such an application for these funds regards a family house without special parts needing other forms of more specialist attention, the increase is 25,000 kuna. In addition to chimneys, the term ''non-structural'' refers to elements of the property and the roof, gable walls, staircases and lifts.

The aforementioned Decision on providing financial assistance for Croatian earthquake reconstruction refers to the repair of property damaged by the earthquakes of 2020 in the areas of ​​the City of Zagreb, Krapina-Zagorje County, Zagreb County, Karlovac County and Sisak-Moslavina County.

All of the funds related to the implementation of this Decision on the Croatian earthquake reconstruction process are provided by the Reconstruction Fund, and are to be paid out based on the decision of the Ministry of Physical Planning, Construction and State Property.

The right to a refund

People who have already started to repair the damage to their properties caused by the earthquakes of 2020 on their own have the right to a refund in certain cases. In order to exercise the right to a refund, you must:

Hire a certified engineer to do the repair study
Hire a contractor
Hire a certified civil engineer, or a certified mechanical engineer (for boilers and gas installations)
Keep all of the original invoices
Include a complete application. This relates to Form/Obrazac 5 from the Ministry of Physical Planning, Construction and State Property.

This must be submitted by the owner, co-owner, representative of the co-owner, or the manager of an apartment or business building.

The completed request must then submitted to the Ministry of Physical Planning, Construction and State Property in Zagreb (Ulica Republike Austrije 20).

The delivery of the completed application can be done in different ways:

By mail
In the relocated offices of the competent Ministry:

Applications for financing the lease of a replacement apartment are also being received.

On March the 12th, 2021, the Ministry of Physical Planning, Construction and State Property published a Public Invitation for financing the rent/leasing costs for housing for persons whose property was damaged during the earthquake in the City of Zagreb, Krapina-Zagorje, Zagreb, Karlovac and Sisak-Moslavina counties.

The public call/invitation and application forms for such requests are now available on the website of the Ministry of Physical Planning, Construction and State Property.

March 26, 2021 - The World Rally Championship, Croatia Rally, and the Croatian Red Cross join forces to renovate Sisak's hospital, which was badly damaged after the earthquake.

As Tportal.hr reports, the Organizing Committee of the Croatia Rally, with the support of the World Rally Championship (WRC) and the Croatian Red Cross as the project leader, is launching an international humanitarian action ‘‘Together for a common goal’’ to help the General Hospital ‘Dr. Ivo Pedišić’ in Sisak.

The mentioned action will last from March 25 to April 30, and all funds collected by donations to the bank account HR2023600001502892305 in that period will be spent on the renovation of the Sisak hospital building.

Croatia Rally, which is included in the calendar of the World Rally Championship (WRC) for 2021, and which will host one of the world's most attractive sports events in Zagreb from April 22 to 25, is launching an initiative, with the help of citizens, to raise the financial resources needed for the successful reconstruction of the main health institution of the Sisak-Moslavina County destroyed in the earthquake of last December.

The organizers of this international humanitarian action decided to use the arrival of the world event in Croatia, which attracts the great interest of spectators every year, to help the local community, and support for this praiseworthy action comes from rally drivers Thierry Neuville, Sebastien Ogier, and Teemu Suninen. The popularity of the WRC is evidenced by the fact that, in recent years, WRC races have been watched on TV screens by about 836 million viewers, and 13 races have attracted more than 4 million viewers.

The director of the Sisak General Hospital expressed his gratitude and pointed out that he would invest the donated funds in the renovation of the General Hospital building so that it could serve its citizens as soon as possible.

‘‘In the devastating earthquake on December 29, 2020, OB ‘Dr. Ivo Pedišić’ in Sisak suffered great damage. Hospital buildings, medical equipment, inventory, and supplies of medicines were damaged. As time passes, we try to organize and provide the highest possible level of health care to all residents of Sisak-Moslavina County. It will certainly take a lot of effort, time, and resources for the hospital to start working at full capacity again. Therefore, we are grateful to the Organizing Committee of the Croatia Rally with the support of the World Rally Championship (WRC) and the Croatian Red Cross for the donation that will help rebuild and rehabilitate the hospital but also to continue to develop the hospital’’, said the director of the hospital, M.Sc. ZAGREB, 18 March, 2021 - The damage caused by a string of earthquakes that struck central Croatia in December 2020 has been estimated at €5.5 billion, based on which Croatia will apply for €319.19 million from the European Union's Solidarity Fund, the government said at its meeting on Thursday.

The direct damage caused by the earthquakes was estimated, in accordance with EU rules and the methodology used by the World Bank, at HRK 41.6 billion or €5.5 billion, which is 10.2% of the country's gross national income, the Minister of Physical Planning, Construction and State Assets, Darko Horvat, reported.

EU member states are entitled to aid from the European Solidarity Fund if total direct damage caused by a major natural disaster exceeds 0.6% of the country’s gross national income.

Horvat said that this included the damage done in Sisak-Moslavina County, Karlovac County and Zagreb County, subsequent damage in the City of Zagreb and Krapina-Zagorje County, as well as damage done to individual properties in Bjelovar-Bilogora County, Virovitica-Podravina County, Požega-Slavonia County, Osijek-Baranja County, Međimurje County, Varaždin County and Koprivnica-Križevci County.

Based on this damage assessment, Croatia can apply for a contribution of €319.19 million from the European Solidarity Fund and will do so, said the Minister of Regional Development and EU Funds, Nataša Tramišak.

Emergency measures that qualify for EU funding include restoration of infrastructure and plants in the energy sector, water supply, waste-water management, telecommunications, transport, healthcare and education, provision of temporary accommodation, rescue services, cultural heritage protection, and clean-up operations.

Prime Minister Andrej Plenković said that he had discussed this matter with relevant EU authorities last week and announced that this week Croatia would apply for funding from the Solidarity Fund.

"I am confident that this time too, just as was the case with initial damage from the earthquakes, we will receive strong support from this European fund," the prime minister said.

March the 16th, 2021 - A new information centre for the owners of property damaged in the Croatian earthquake-dominated 2020 has been opened as conflicting and confusing information about who has the right to what continues to circulate.

As Poslovni Dnevnik/Suzana Varosanec writes, the Reconstruction/Obnova Information Centre represents the joint information centre of the Ministry of Physical Planning, Construction and State Property, the Reconstruction Fund and the Central State Office for Reconstruction and Housing. 

The new centre will be open every working day, including Saturday and will be at the service of all those whose properties were affected by the Croatian earthquake, both that which occurred this time last year in Zagreb and the one which hit Petrinja in December. The new centre is located at Ulica kneza Mislava 2, and according to a statement from the relevant ministry led by Minister Darko Horvat, its opening coincides with a week of major decisions concerning citizens' rights as a phase that precedes the beginning of the process of organised construction or complete renovation.

All the preparatory activities that have been planned have been successfully implemented in the past (almost) one year, both in terms of adopting the legislative framework and structure of the Reconstruction Fund, and the staffing of a legal team consisting of a large number of employees of the Ministry itself, which will, through its engagement and decision-making, resolve specific rights in all cases of earthquake-damaged property.

This unique contact point in communication between residents and the administration was established to help those from the City of Zagreb and surrounding counties, whose properties were damaged in the Croatian earthquake of March 2020 or indeed others, by officials in one place who will provide advice and give people all of the necessary information related to the renewal process itself.

It is a procedure that begins with the submission of applications, includes the collection of all of the necessary documentation and everything related to the implementation process, and as they say, legal support within this centre will be provided by the Legal Clinic of the Faculty of Law, University of Zagreb.

According to the records of Horvat´s department, the requests received so far exceed 3350, in relation to which a large series of decisions concerning citizens' rights can be expected this week.

"Now we´re entering the fourth process - organised construction and then complete reconstruction, not only of Zagreb but also of the four counties around it. Additionally, funds from the Solidarity Fund have arrived and the total amount of 5.1 billion kuna has been activated, public calls have also been announced,¨ explained Minister Darko Horvat.

March 13, 2021 - Football legends of Croatia and Slovenia played a charity match in Petrinja on Saturday, initiated by the president of the Croatian Football Federation and a member of the UEFA Executive Board, Davor Suker, and UEFA president Aleksander Ceferin, to help the areas affected by the devastating earthquake late last year.

HNS reports that on behalf of the umbrella European Football Federation, Aleksander Čeferin presented a donation to the Croatian Red Cross for 50 thousand euros. HNS President Davor Šuker handed over the donation to the Sisak-Moslavina County Football Federation, intended to reconstruct football infrastructure in earthquake-affected areas, for 200 thousand kuna, while the Football Federation of Slovenia donated 5 thousand euros to the Football Club Mladost.

"When I found out about the tragic earthquake in Petrinja and its surroundings, I talked to Davor Šuker, and we started thinking about how we could help. Football is solidarity, football is friendship, and we agreed to organize this match and for UEFA to donate. I am glad that this humanitarian event was a success," said UEFA President Aleksander Čeferin.

The meeting of Croatia and Slovenia football legends is a continuation of fostering good neighborly relations between the two national federations, which also organized a friendly match in Brdo near Kranj in September last year when the hosts celebrated (3:2). Slovenia celebrated a "close" victory on this occasion, even though Croatia took the lead with a penalty kick by Davor Šukerr.
