Klima-Forum Conference: All Things Cooling and Air-Conditioning to be Discussed in Umag

September 17, 2021 - Set to be held in Umag on October 7-8, the Klima-Forum Conference is the event to go to for discussions on the contemporary issues of cooling systems and air conditioning in Croatia. Registrations for participation are now underway.

''Nineteen days and eighteen hours'' is displayed on the countdown on the Energetika-marketing.hr website at the time of writing this article. For the professional air-conditioning community, the countdown is more than exciting, as it points how much time remains until the 8th edition of the Klima-Forum, the event about all things related to Cooling, Ventilation, and Air-conditioning.

''The westernmost part of Istria, the first days of autumn, beautiful nature, a pleasant climate... could there ever be a better environment for a discussion and an exchange of experiences, opinions and ideas, for the presentation of new products, solutions and implemented projects in refrigeration, ventilation and air-conditioning technology?'' wonders Energetika-marketing.hr while inviting interested parties to the forum that will take place in Umag on October 7-8 at the Sol Garden Istra hotel.

Even though the application section on the website is made for registration and accommodation, the website nevertheless warns that interested people should send an inquiry to register for both participation and accommodation via email to This email address is being protected from spambots. You need JavaScript enabled to view it.

At the moment, admissions are being taken both for those who just want to come and learn more as well as for authors who also want to present their work in the field of cooling systems. 

''The authors of presentations that will be presented at the conference are exempt from paying the registration fee on the day they present their presentation. If a presentation has more than one author, the one who will present at the conference is the one exempt from paying the registration fee,'' says the website. 

The program that includes round-tables, discussions, and lectures has been divided into six thematic sections. 

On Thursday, October 7, the themes will be Globally and Locally (on laws and practices in Croatia, Europe, and the rest of the world), Ventilation and Air-conditioning (on the pandemic, health protection, cleaning solutions, and more), and Regulation and Control (on smart grids, buildings, and similar topics).

The next day, October 8, the forum will deal with the themes of Projects and Solutions (designing, testing and implementing cooling systems, etc.), Renovation and Modernisation (nearly zero-energy buildings, energy renovation), and finally, Efficiency and Development (the energy consumption of cooling and ventilation systems and more).

With concerns about energy efficiency continuing to take a front seat for the climate change topic, this conference is another environmentally friendly step forward for Croatia. As TCN previously wrote, positive examples include the Hrvoje Požar Energy Institute (EIHP), being the first nearly-zero energy building in Croatia, and the REPLACE Project, to name just a couple of examples.

Several scientific-technical are also keenly backing this upcoming event. These five patrons are the University of Rijeka, the Faculty of Electrical Engineering, Mechanical Engineering and Naval Architecture (University of Split), the Faculty of Mechanical Engineering and Naval Architecture (University of Zagreb), the Croatian Chamber of Engineers, and the Croatian Association for Cooling, Air-Conditioning and Heat Systems.

Croatian Immunologist to Head EU Federation With 14,000 Researchers

ZAGREB, 11 Sept, 2021 - Croatian immunologist Bojan Polić of the Faculty of Medicine of the University of Rijeka has been elected President-elect of the European Federation of Immunological Societies (EFIS) for 2022-2024, Večernji List newspaper said on Saturday.

Polić was elected at a recent EFIS  general assembly on behalf of the Croatian Immunological Society. He received 38 votes, while his rival candidate gained 10 votes.

Over the next three years, Professor Polić will serve as the right-hand man to President Frederica Sallusto, after which he will become President of this organisation that brings together 35 immunological societies representing 14,000 researchers.

REPLACE Project Presented at JOINT SECAP Workshop in Rijeka

July 9, 2021 - The REPLACE Project was presented at the JOINT SECAP workshop in Rijeka on June 23. There is no better way to end a year and a half-long Interreg project for Croatia, which was one more ecosystem-concerned cooperation between Italy and Croatia.

When it comes to energy efficiency in Croatia, there is no doubt anybody cares about it more than the scientific community working and associating with Energy Institute Hrvoje Požar (EIHP).

Not only is the EIHP building on its way to becoming the first nearly zero energy building in the whole of the country, but EIHP's expertise also plays a big role in REPLACE Project from Horizon Europe. As TCN previously covered, the project aims to make Primorje Gorski Kotar County energy-renewable territory, and the ongoing meetings about the project (in collaboration with the University of Rijeka) see slow but steady progress in those respects.

As EIHP reports on its website, June 23 saw REPLACE Project presented in the congress hall of Rijeka's Jadran Hotel as part of the final workshop of the JOINT SECAP project.

„On behalf of EIHP, Antonia Tomas Stanković presented REPLACE in the second half of the event. The goal is to support European energetic, climate, environmental, economic, and social goals by 2030 and 2050 by encouraging the gradual replacement of inefficient and outdated cooling and heating systems with new, energy-efficient systems based on renewable energy sources“, informed EIHP.

JOINT SECAP, part of Interreg Italy-Croatia strategic program (much like the CASCADE Project TCN previously wrote about) aims to improve the climate change monitoring and planning of adaptation measures tackling specific effects in the cooperation area.

„The project idea reflects the necessity to operate at a wider district level and better define strategies and actions for climate change adaptation, especially for those weather and climate changes and hydrogeological risks affecting coastal areas. The first phase is developed to build the common methodology for Joint Actions definition and implementation and to share the basic knowledge about issues concerning climate change adaptation strategies and energy efficiency measures. The second phase starts upon the analysis uploaded in the web platform, acting as a useful tool for the development of scenarios for the Joint Actions to be implemented in the Joint SECAP plans, those last constituting the main project deliverable“, explained JOINT SECAP on its website. The workshop in Rijeka was the conclusion of the project as JOINT SECAP ended on June 30 after it began on January 1, 2012, with a budget of € 2,094,857.

The workshop in Rijeka, writes the EIHP website, was organized by Primorje Gorski Kotar County Office for Regional Development Infrastructure and Project Management and by Kvarner Regional Energetic Agency. Representatives of local authorities of Primorsko-Goranska county that were enrolled in creating an Energetic and Climate Sustainable Development Action Plan. These local authorities include towns such as Opatija and Kastav and the districts of Čavle, Matulji, and Viškovo.

„Joint SECAP analyzed energy spending for the included towns and districts, their risks and vulnerability regarding climate change, yearly emissions of CO2 in sectors of building construction industry, public lighting, and traffic. Concrete measures with the goal of adjusting to the effects of climate change and CO2 emissions down to at least 55% by 2030 were suggested“, stated EIHP.

With measures identified, the race with time begins as these measures should be in place as fast as possible to tackle one of the biggest challenges humanity is facing, and Croatia isn't able to be isolated from the threat.

Youth Work in Flux Conference Held in Rijeka

June 23, 2021 - Youth Work in Flux Conference held in Rijeka mid-June saw scholars, researchers, scientists, and professionals discuss and present their work in the domain of youth work.

With more and more concern invested in youth in Croatia (both academically and professionally), June 15-17 saw Rijeka as the host of the conference titled „Youth work in flux: an academic point of view on youth work training and education“.

The conference was organized by the Institute for Social Research in Zagreb and partners: University of Rijeka and Slovenian University of Ljubljana held as part of the Erasmus + project Supporting Evidence-based Education of Youth Workers.

„Our aim is to strengthen the epistemic community of scholars and researchers in the domain of youth work, while instigating an academic debate on existing knowledge in the domain, defining further topics that need to be explored, and investigating the possibilities of co-creating the knowledge with actors from the community“, said the official website of the Institute for Social Research in Zagreb as the page was inviting „all interested scholars, researchers, and doctoral students to submit their abstracts and contribute to shedding light on this proliferating topic“.

Among such researchers, Dr. Marko Mustapić and Dino Vukušić from the Ivo Pilar Social Research Institute stood out. The two researchers presented results of the research „Youth Activism and Sport: Legacy of Dražen Petrović and ‘heritage in the making’“. Their ethnographic research investigated „Mi smo Cibona“ (We Are Cibona) association, centered around Cibona, a famous Zagreb basketball club, and how the youth in that association respond to the famous Croatian sportsman Dražen Petrović – how they perceive, interpret, or reinterpret Petrović's material and symbolic heritage and how they feel about basketball club today and what is the future of the association's activism.

The research was done as part of a project called CHIEF - Cultural Heritage and Identities of European Future done in the Horizont2020 frame.

As Ivo Pilar Social Research Institute informs, CHIEF started on May 1, 2018, with a budget of 4,58 million euros. The concept was split into 10 working packages challenging both in theory and in practice, but with a goal to conduct field research on the population 14-25 years of age, to see what we can perceive about Europe's identity in the future as these new generations develop into social and political participants.

With such conferences and various projects that aim to empower youth to stay in Croatia, it is evident that the importance of youth is finally recognized in the country. But, will that be enough to engage politicians to offer more things for the youth and stop the exodus of young Croatians from the country is yet to be revealed by future events.

Summer Business School: A Chance for Entrepreneurs at Step-Ri Science-Technology Park

REPLACE Project from Horizon Europe: Third Primorska-Goranska County Renewable Energy Meeting Held in Rijeka

May 26, 2021 - With Energy Institute Hrvoje Požar (EIHP) being the lead partner, the REPLACE Project from Horizon Europe steadily continues the progress of renewable energy for the Kvarner region.

Earlier in January, TCN wrote about Croatian energy development, whose goal is to be based on clean technologies. And that it's not all empty talk, as shown by the third meeting of a local workgroup enrolled in the REPLACE Project. As Energy Institute Hrvoje Požar (EIHP) reports on its website, the REPLACE Project has a goal of supporting European energetic, climate, environmental, economic, and social goals with the deadline until 2030 and 2050.

As part of the OBZOR 2020 (Horizon Europe) EU program for research and innovations in the 2014-2020 time frame, the REPLACE Project receives EU funding. Twelve partners from nine countries participate in the project, and EIHP is in charge of the project activities in Primorska-Goranska county. In support of European goals, the plan of REPLACE Project is to gradually switch the current ineffective and outdated heating and cooling systems with new efficient systems which rely on renewable energy.

The meeting held at the Faculty of Economics at the University of Rijeka saw Dražen Balić, Antonia Tomas Stanković, and Lea Leopoldović from EIHP hold lectures presenting results of the first period of the project, but also the plans for future activities. The accent was put on implementing campaigns and collective actions supported by the members of the local workgroup. Energetic poverty, gender aspects, and „lock-in effect“ (an economic practice, where a company makes it extremely hard for their customers to leave them, even if the customer wants to) are the obstacles the project runners are aware of and were explained in greater detail. Another thing that stood out in the presentation was the presentation „Technology of Blue Energy in Croatia“, which presented modern technologies used in heating and cooling in coastal areas, and applicable to the Primorska -Goranska county.

Key institutions in the regions such as REA Kvarner (regional energy agency), Energo Rijeka (gas and heat energy provider), representatives of the Primorska-Goranska county, OIE Hrvatska (The economic-interest association The Renewable Energy Sources of Croatia - RES), and Rijeka Consumer Centre were present at the meeting, showing that the motivation to bring energy efficiency in Primorska-Goranska County is in its full strength. Croatian Female Postgraduate Students Outnumber Men 2:1

January 18, 2021 – Newly released figures examining further education demographics show that Croatian female postgraduate students account for a huge 66.3 percent of all those enrolled at this level in the country

Nobody is really sure for just how long women have lived in an imbalanced society. The patriarchal system stretches back thousands of years, favouring male authority and male heirs. It is only within the relatively recent past that we have rightly begun to question the social, legal, political, religious, and economic restraints placed upon women. Key to their continuing emancipation has been equal opportunities in education.

In Croatia, where some consider the patriarchal system to have stubbornly lingered for longer than in other parts of Europe, evidence of society's continuing shift can be seen in the latest figures for higher education. According to the Central Bureau of Statistics (CBS), within the field of specialist studies in the academic year 2019/2020, Croatian female postgraduate students outnumber their male counterparts at almost 2:1.

Of 1429 students who enrolled in specialist continuing studies for the year 2000, some 948 of them were Croatian female postgraduate students. Croatian female postgraduate students account for 66.3 percent of all students enrolled at this level in the country, with their male counterparts accounting for just 33.7 percent.

Social sciences (cultural and social anthropology, sociology, psychology, political science, and economics) accounted for the largest area in which Croatian female postgraduate students chose to study, accounting for 43.7 percent of female enrolments. The next most popular areas of study for Croatian female postgraduate students were biomedicine and health (42.8 percent), followed by technical sciences (5.7 percent), interdisciplinary fields of science (4.5 percent) then natural sciences (1.1 percent). Less than one percent of Croatian female postgraduate students enrolled in the humanities (0.9 percent), biotechnical sciences (0.7 percent) and the arts (0.6 percent).

Most postgraduate specialist students enrolled at the University of Zagreb (79.3 percent), followed by the University of Rijeka (10.5 percent), the University of Osijek (6.9 percent), the University of Split (2.5 percent), and Libertas International University Zagreb (0.8 percent).

Croatian female postgraduate students accounted for 81.8 percent of enrolments for this level of study at Libertas International University Zagreb, 77.8 percent at the University of Split, 68 percent at the University of Zagreb, 62.2 percent at the University of Osijek, and 52.6 percent at the University of Rijeka.

Most students enrolling for studies at the postgraduate level were aged 30 to 34 years (36.1 percent), with 24.8 percent being in the 25 to 29 age group. 19 percent were in the 35 to 39 age group, 9.9 percent in the 40 to 44 age group, 5.7 percent in the 45 to 49 age group, 2.4 percent in the 50 to 54 age group, 1.1 percent in the 55+ age group and 1 percent were aged 24-years-old.

98.3 percent of all postgraduate students enrolled at universities in Croatia are citizens of the Republic of Croatia. Foreigners choosing to undertake their postgraduate studies at universities in Croatia accounted for just 1.7 percent of enrolments. Of the Croatian citizens, 97 percent had previously graduated in the Republic of Croatia, and 3 percent abroad.

97 percent of all postgraduate students are already employed and 3 percent unemployed. 42.8 percent are employed in the field of healthcare and social care. Employers paid for the greatest share of postgraduate course fees - 55.8 percent of postgraduate students had their course fees paid for by their employer. 43.7 percent of students paid for their own study fees.

More Than Third of Graduates with Diplomas in Croatia Unemployed

As Mirela Lilek/Novac writes on the 27th of April, 2019, Croatia's situation still isn't good: the country is continuing to ''produce'' graduates with the third lowest employment rate in the whole of the European Union, and as a result, taxpayers pay more and more money for them. According to new data from Brussels, based on a comparative survey of youth employment among Croats with diplomas earned in the last three years, a third of highly educated people aged between 20 to 34 in Croatia have no jobs. Only Italy and Greece are worse.

Of the 28 countries EU member states, Croatia ranked 26th with a 66 percent employability rate. Four positions above Croatia lies Romania, Bulgaria is six places above, and Slovakia is nine places above. Croatia's neighbour to the north, Slovenia, is eleven places above Croatia, Poland is thirteen places above (impressively right behind Ireland and Denmark), and the Czech Republic, with an 89.9 percent employability rate which has impressed the European Commission's experts - has risen to an enviable fourth place.

Malta is in first place in Europe as an employer of its graduates with diplomas, the employment rate of Maltese students stands at a very impressive 94.5 percent, even better than Germany, which boasts a rate of 90.9 percent, followed then by the Netherlands, the Czech Republic, and then Austria. The EU average is on the rise, back in 2014 it stood at 76 percent and in 2018 it stood at 80.2 percent. Unfortunately, the Croats have been close to the bottom for years, more specifically for fifteen years, as it has a below-average rate of employability in relation to the EU. Of course, rather than attempt to fix the problem directly, the Croats are doing what the Croats always do - continuing to debate and argue over who is (more) to blame for such embarrassing conditions.

Economists see the issue as being that the Croats aren't adapting easily to the market, and that Croatia also has an old education system. At Croatia's universities, they argue that the key issue isn't Croatia's higher education institutions, but an underdeveloped labour market, low personal income, and demotivating working conditions. Experts from the European Commission have given a relatively simple answer: Investing in education will benefit everyone in Europe.

Let's see how they explain their theories in some of the country's universities, starting with the largest "producers" of graduates in the entire country, the Faculty of Philosophy and Economics in Zagreb.

''We're aware of the importance of linking study programs and labour market needs. In this regard, the Faculty of Economics makes an effort to make it easier for students to access the labour market by establishing multilateral cooperation with companies and respectable institutions that enable students to perform high-quality professional practices,'' stated Sanja Sever Mališ, who deals with strategic partnerships and projects at the Faculty of Economics in Zagreb. The basic message from this particular Zagreb university is that "they connect students and employers so their best students can find work even during their studies." Therefore, there is no concern for them.

On the other hand, Vesna Vlahović-Štetić, Dean of the Faculty of Philosophy, admits that Croatia's humiliating placement at the bottom of the employability scale of graduates is still something to be very concerned about and therefore the causes of that need to be looked at.

''I assume that part of the problem lies in insufficient development and the ability of the economy and the public sector to absorb newly graduated students. On the other hand, the question is how many colleges and higher education institutions meet the needs of society with their respective programs. At the state level, in some professions there's hyper-production, and in others there is a lack of experts. Additionally, study programs should be regularly updated and developed to meet not only society's needs but also predict what competences professionals will need in the future,'' the dean says.

Data obtained through the HKO project of the Faculty of Philosophy shows that the employability of their students in the year after graduation is 75 percent. They believe this is the result of "the excellent professional and generic competences of their graduates".

"We're convinced at the Faculty of Philosophy that the study programs need to be further improved, so we have just started the study reform process and I'm sure the future employability of our students will be even better," says the university's dean.

The rector of the University of Rijeka, Snježana Prijić Samaržija, doesn't want to run away from the fact that Croatia's universities do hold a share of the responsibility for this issue but, again, she's convinced that Croatia's higher education institutions are't the key cause of the problem, but the underdeveloped labour market definitely is.

Rijeka University has eleven faculties and four departments. On their official page, they point out that they are a modern European university and a centre of excellence within the region and beyond, and that they are responsible for the social and economic development of the community. Samardžija claims that she doesn't want to relate the worrying data on the high rate of unemployed with higher education, but that "it should be borne in mind that higher education is a better job-finding guarantee, such as landing a permanent position,"

"Of course, it's possible to say that the employment rate would be higher if universities, by some automation, increased their quotas for the job-type deficit and reduced those profiles for which the employment bureaus take care of. In that sense, people often say Croatia's institutions and their enrollment policies aren't adapted to the labour market. However, the situation isn't quite that simple.

For example, the market seeks shipbuilding engineers, we have shipbuilding studies and a corresponding quota at the University of Rijeka, but there's a fall in interest for those studies. We can understand the students' fears about the situation with Croatia's shipyards, but the fact is that the need for this profession is still growing. Similarly, despite the lack of mathematics and physics teachers and the excellent studies we have, the interest doesn't match the employment opportunities,'' she explained.

The University of Rijeka decided to put seven studies ''into retirement'' this year, and isn't accepting students for them. Those are acting and media, dental hygiene, computer science in combination with professional studies of medical-lab diagnostics, mechanical engineering, shipbuilding, and electrical engineering.

On the other hand, there's a considerable level of interest in studies that don't guarantee quick and permanent employment at all, such as the arts, cultural studies, and psychology.

''Young people choose studies according to their personal interests, not just employment opportunities. They don't necessarily just want a permanent job, many of them are accustomed to gaining work experience in different institutions, at different places of work, and in different countries. More and more, they prefer to individually define the curriculum through courses and practical competences beyond their study program(s), which will make their expertise comparatively more special and desirable. In the midst of a sluggish and non-ethnological labour market, more and more students enjoy prolonged youthful relationships with their parents or rent apartments,'' says Snježana Prijić Samaržija.

"I don't want to run away from the responsibility of the university, we're constantly thinking about the jobs of the future, we're working on increasing the quota for the deficit professions and improving our students' competences to reduce the unemployment rate. However, time is needed to see the results of these measures because the higher education cycle lasts for at least five years. It should be understood that universities can't just simply increase quotas for occupations for which there's a labour market need because new employment is frozen,'' noted the Rector of the University of Rijeka.

As Croatia's paradoxical situation of having no work but plenty of jobseekers, yet plenty of work and no staff, it's hard to predict the outcome of education system reforms as the market and its needs can alter so rapidly. Will Croatian students simply continue to trickle away on the stream of a proverbial leaking tap out into Western Europe, leaving Croatia with the rather unenviable title of a country that educates its citizens for work abroad? It's likely such a scenario will continue at least for the foreseeable future. Whether or not Croatia will manage to make the necessary alterations to fix that aforementioned ''leaky tap'' in time remains to be seen.
