Beros: Acquiring Immunity Doesn't Mean That One is Not Infectious to Others

ZAGREB, Dec 18, 2020 - Health Minister Vili Beros on Friday warned that people who have recovered from COVID-19 and people without symptoms can still infect others with coronavirus, underscoring that only vaccination can result in collective immunity.

"It is important to know that people who have recovered from COVID can still infect other," Beros told a press conference by the national COVID response team when asked how people should act after recovery.

He explained that people who have recovered from COVID obtain immunity which means that they will probably not be ill in the coming period however that does not mean that they won't infect someone else.

"We have to think of others. Wearing masks is of essential importance as is vaccination. In order to obtain herd immunity we have to consider vaccination and protect not just oursevles but others too. Only by our concerted action, can we prevent the spread of this virus and epidemic," he explained.

He underscored the importance of tightening epidemiological measures ahead of the Christmas and New Year holidays because of asymptomatic people.

"A certain portion of people who are infected are asymptomatic. They do not know that and they will visit their families, socialise with elderly members and transfer the virus," Beros said, explaining the reason to ban movement during the holidays.

MP Grmoja Stripped of Immunity

ZAGREB, Dec 18, 2020 - MP Nikola Grmoja of the opposition Bridge party on Friday lost immunity at his own insistence, an almost unique case in the Croatian parliament.

"I ask all my colleagues to strip me of immunity, after which I will ask the Credentials and Privileges Commission (MIP) to strip me of it completely," Grmoja said, to which Speaker Gordan Jandrokovic replied that there was no "general" stripping of immunity, rather it was done case by case.

The case in question is a private defamation suit filed against Grmoja by former interior minister Ranko Ostojic after Grmoja claimed that he had evidence that Bridge leader Bozo Petrov was processed by the police anti-corruption office (PNUSKOK) in 2016.

MIP took the usual position, denying the approval for continuing the criminal prosecution of an MP, in this case Grmoja, while he was in office.

However, Grmoja called on MPs to strip him of immunity, contrary to MIP's recommendation, which they did.

Jandrokovic concluded that 23 MPs voted for MIP's decision, two abstained and 89 were against, and that Grmoja was stripped of immunity based on that.

Pedja Grbin of the Social Democratic Party said parliament had now rejected MIP's motion but that in order for Grmoja to be stripped of immunity, MIP must submit a motion to that effect and parliament approve it.

Jandrokovic agreed, saying "this is a unique case" and that consultations would be held.

I think MIP must submit a motion, so we will do this next time, Jandrokovic said, telling Grmoja that he still had immunity.

"So, we have rejected MIP's decision that he has immunity. However, you have immunity until MIP's decision (to the contrary) and its confirmation at a plenary," Jandrokovic told him.

Three Croatian MPs Stripped of Immunity from Criminal Prosecution

ZAGREB, September 18, 2020 - The Croatian parliament on Friday lifted the immunity of three MPs to face corruption charges.

It was an unprecedented decision in parliament's recent history because never before had three lawmakers been stripped of immunity from criminal prosecution in a single day.

The MPs in question are Drazen Barisic (HDZ), the mayor of Velika Gorica, Darko Puljasic (HDZ), the mayor of Pozega, and Vinko Grgic (SDP), the mayor of Nova Gradiska.

The decision was carried by 121 votes in favour and one abstention in the case of Barisic and by 123 votes in favour and two abstentions in the cases of Puljasic and Grgic.

Barisic and Grgic are suspected in a corruption case involving the state-run JANAF oil pipeline operator and the Elektrocentar Petek company from Ivanic Grad. A total of 13 persons are suspected of financial wrongdoing in this case.

Barisic is suspected of influence peddling and misuse of position and authority, while Grgic is suspected of bribe taking.

Puljasic is connected with another case - the extension of a primary school in Pozega. It has been found that the city administration received funding for this project from the Ministry of Regional Development and EU Funds although no work was done. It is suspected that this was done on the basis of an agreement that was falsified by Puljasic.

On Thursday, Barisic suspended his term in parliament and was replaced by Mato Cicak, the mayor of Rugvica. Cicak was sworn in on Friday.
