High Economic Expectations for Croatia's Brod Port Project

Despite the odd investment here and there, continental Croatia rarely gets a look in when compared to the coast, particularly when compared to Dalmatia. In Eastern Croatia, more specifically Slavonia, the situation is even more depressing, but it seems that not everything is as bleak as we sometimes like to imagine and even portray.

As Suzana Varosanec/Poslovni Dnevnik writes on the 16th of April, 2019, the economic expectations from the Luka Brod (Brod Port) project worth more than 100 million kuna are high. Through the construction of new port infrastructure, the project has become the driving force for the development of Brod-Posavina County, as was highlighted by the Croatian Government.

As stated, the much anticipated construction of new port infrastructure is the driving force for the development of this Slavonian county, this was highlighted at the eighth session of the Council for Slavonia, Baranja and Srijem, and according to the prime minister, it's essential for the Croatian Government and local self-government units to do everything to create the proper conditions for economic development that will end the mass exodus of citizens from Croatia.

Until now, contracted projects with EU funding amount to 9.7 billion kuna, stated the Minister of Regional Development and EU Funds, Gabrijela Žalac. Another 1.85 billion kuna are contracted investments from the state budget.

For the strengthening of the Croatian economy, the development and enhancement of competitiveness, projects such as Brod Port are of great importance, stated the Croatian Chamber of Commerce's Mirjana Cagalj. This is also an incentive for the development of a local environment that is particularly burdened with the exodus of the resident population who are leaving in their droves owing to the unfavourable economic situation, contributing to Croatia's worrying demographic crisis.

Its exceptional traffic position provides great potential for the development of the new port in Slavonski Brod in an intermodal logistics centre, which, according to Cagalj, would work to influence its future strategic role in international container traffic because Brod Port is located on the border of Croatia and Bosnia and Herzegovina, near the crossing of the railway corridor X and the road corridor Vc, which is an international entry port for the EU.

Croatia's Hangar18 Opens First Store in Dublin, Ireland

As Bernard Ivezic/Poslovni Dnevnik writes on the 16th of April, 2019, in the very first NOA store in Dublin, Ireland, this company from Koprivnica, Croatia, sells mobile phones, televisions and mobile phone accessories all under their own brand.

Croatia's successful Hangar18 company from Koprivnica, which has developed its very own brand of mobile phones, NOA, which has a market share in the domestic field immediately behind giants like Samsung and Apple, has opened its first own NOA store.

The first brand store the company has opened is in the Irish city of Dublin, and this Croatian technology company has stated that it plans a further fifteen such stores in Ireland alone. Additionally, over the next three years, Hangar18 plans to open a total of one hundred of its own NOA stores across Western Europe.

Mario Pintar, Marketing Manager at Hangar18, says this enviably successful Croatian company has changed their approach to developing its sales network. In Eastern markets, with the exception of Croatia, and where they have been operating so far, the company does business via distributors, while in the west, he wants to be in direct contact with the company's customers.

"Customers in Eastern Europe buy mobile phones of up to 150 euros, while in the west, due to the better purchasing power, they're buying more expensive devices, and we see a greater room for growth," explained Pintar. He added that the company's expansion initially started a year ago, and intensive work has been going on on for the past six months.

He didn't want to comment on just how much the company invested, nor did he want offer any comment on much they plan to invest in further expansion. According to data from Business Croatia, Hangar18 saw growth from 242 to 137 million kuna from 2013 to 2017, its exports jumped to an impressive 66.7 million kuna, and its net profit rose from 1.3 to 4.8 million kuna. Mario Pintar says that they already have a warehouse over in Ireland and that they're hiring the first workers for it. He says that on average, the company will require three to four employees per store, and potentially even more for sales and management.

"Our colleague Tihana Magdić has been living in Dublin for a long time, so that's why we started with Ireland. She was promoted to country manager, she's well acquainted with the market, and the shopping centre we first entered was a great partner and it was very easy to arrange everything with them,'' Pintar said.

Pintar explained that in the west, Croatia's Hangar18 will compete in the B category of brands, but as the first choice of those who instead of A brands want the Best Buy mobile.

"What sets us apart is the fact that we give customers the functionality of A brand at a fair price, and then the Noa Premium Care warranty covers the first twelve months for damages such as screen breakages and water damage, and our ''after sales support,'' and we open our authorised NOA service in every country we enter,'' explained Pintar.

He added that after Ireland, Croatia's Hangar18 plans to open stores in other European countries, including the United Kingdom, Germany, France and Spain. However, he noted the fact that they hadn't forgotten about the eastern markets. For example, in Croatia alone, there are fifteen retail outlets where they sell various brands of ICT equipment. "Recently, we've been able to directly export to Russia as a third company from Croatia, which opens opportunities for us in both Azerbaijan and Kazakhstan,'' concluded Hangar18's Pintar.

From Osijek to Makarska, Booking.com Users Rate Croatian Hosts

What do Croatian and international travellers think of their hosts when staying in private accommodation? How do they rate them, how much interaction is too much and are privacy and inside information the key?

As Lea Balenovic/Novac writes on the 9th of April, 2019, almost two thirds of Croats believe that the host is a key factor when staying in an accommodation facility, and those who are the best rated in the Republic of Croatia, both from domestic and foreign guests, can be found in in Rakovica, Osijek, Bibinje, Korenica, Kaštela, Makarska, Brela, Senj, Trogir and Podstrana.

They are the results of research conducted by the world's leading rental company, Booking.com, on a sample of 21,500 travellers worldwide. As the survey showed, 63 percent of international travellers and 62 percent of Croatian travellers think that their stay was better because of their engagement of the host who did everything they could to make it a better stay for them.

Most travellers want to feel "at home," as they have indicated in such surveys. For 62 percent of international travellers, the main advantage of non-hotel accommodation is the ability to take advantage of the knowledge and information available from the host and decide to stay in a property owned by someone who actually comes from the region in which the property is located. The same goes for 48 percent of Croatian travellers.

Nearly half of the international travellers who partook in the survey, or more specifically 45 percent of them, and 59 percent of Croatian travellers consider the local knowledge and information at their disposal from their host important for their overall budget because they hope to be given insider advice that will help them save some cash and avoid potential tourist traps.

However, while it seems that all travellers who took part in this survey generally consider the same things to be significant, each traveller is looking for a different type of engagement from their host. Therefore, some travellers are satisfied with a simple warm welcome, while others have slightly higher expectations from their hosts.

For example, 52 percent of international passengers and 40 percent of Croatian travellers believe that their host should only be seen once during their stay in order to make them feel welcome, and more than a third of international travellers and almost the same number of Croatian travellers expect their hosts to contact them only during their arrival, registration, and then again when they eventually check out and leave the premises.

What is often even more challenging to hosts is the fact that many travellers also expect them to have some sort of sixth sense and know just how much of a personal touch is needed for each traveller. 69 percent believe that hosts should intuitively know the right amount of time they should be spending with their guests, and that is also what 73 percent of Croatian travellers think. For four out of five international travellers and the same number of travellers from Croatia that means respecting their need for personal space, which means that the feeling of privacy is key.

The hosts also agree. Namely, nearly 80 percent of Croatian hosts think that the most important thing for guests is to be able to properly ensure their privacy.

"Our research reveals that it's very important for the owners and managers of accommodation facilities to find a balance which ensures the best experience, regardless of whether guests are staying in a vacation home, an apartment, in accommodation with their hosts or any other type of facility," explained Olivier Grémillon, the vice president of Booking.com, adding the fact thatt "what is crystal clear is that there is nothing like the ability of ordinary people to turn something into an unforgettable experience."

From Dalmatia to Karlovac and Rijeka, Chinese Eye Up Croatia

As Gordana Grgas/Novac writes on the 8th of April, 2019, if there was a European tender held solely to attract Chinese investment, the champion would certainly be Great Britain, followed by Germany, and then immediately by Italy and France. Croatia might not be anywhere near the top of China's European ''wish list'', but despite that, the Chinese interest just keeps on coming...

The countries which make up Central and Eastern Europe are low on the aforementioned European scale, even though with China, at least since the year 2012, they have enjoyed a special relationship through the China + 16 initiative, which, as a parallel diplomatic format, tends to irritate the larger, more powerful members of the European Union, as well as the European Commission itself. One of lowest on the list is Hungary with its Eurosceptic government led by Viktor Orban, and Croatia is at the very bottom, but the desire is to alter that.

This week, there is an official visit by Chinese Premier Li Keqianga to Croatia, and the eighth summit of sixteen countries of Central and Eastern Europe with China down in Dalmatia's southernmost city of Dubrovnik, and it might be the easiest thing to look at it all as part of a political show that could act as bait for investment. Whether or not this investment will really happen and what shape that might take, whether it will be done mainly through private projects, for example in tourism, or through major state projects in the rail and port sector, is not yet clear at all.

Croatia will sign nine general memoranda with China in the areas of trade, investment, agriculture, transport, science, technology and innovation, education, sport and tourism, and the most convenient customs administration protocol that will enable the export of Croatian dairy products, which are greatly loved in China. Croatia also intends to join the Asian development investment and infrastructure bank headquartered in Beijing, how much that will cost Croatia however, is not yet known.

How large European countries cooperate with China was demonstrated just ten days ago by the Italians and the French. For the visit of Chinese President Xi Jinping, Rome signed 20 agreements (and joined One Band, a one way system that connects China with the rest of Asia, Europe and Africa, and expands its trade and influence). In Paris, 15 such agreements were signed, where either contracted or announced transactions amounting to billions of euros were dealt with, covering a wide range of areas - from exports of Sicilian red oranges and French frozen chicken to the opening of Italian ports for Chinese investors, sales of 300 Airbus aircraft, energy projects, shipbuilding, etc.

After the construction of Croatia's much anticipated Pelješac bridge, which is funded primarily by European Union money, Croatia hopes for more Chinese investments in national transport projects. This regards the port of Rijeka and the entire Rijeka traffic route, including the line from Rijeka to Karlovac, as well as projects such as airports.

According to data which takes the whole of Europe into account, during the period from 2000 to 2018, almost 47 billion euros of direct investment from China was invested in Britain, Germany saw 22 billion euros, Italy saw 15.3 billion euros, and France saw 14.3 billion euros. Hungary saw a significantly smaller figure of 2.4 billion euros from the Chinese, Poland saw even less with 1.4 billion euros, Romania saw 900 million euros, and Croatia saw just 300 million euros. A stark contrast to the United Kingdom, which is by far one of Europe's most powerful nations.

In the region, the intensity is getting stronger, and in neighbouring Serbia, Chinese loans have come in handy when building transport infrastructure and energy projects and, but that medal, like any other, has two sides, and the takeover of companies hasn't always been met with welcome arms by the Serbs.

The aforementioned data report shows that the culmination of Chinese investment in the EU was reached back in 2016, largely through the take over of companies, and over the last two years, it has fallen, which is attributed to more stringent rules implemented by some EU member states, as well as increased capital controls conducted by Beijing.

For Zagreb, it was a bit uncomfortable to get closer to Communist China in the above mentioned period, as the common policy of overseeing and limiting the Chinese penetration of the ''Old Continent'', especially in strategic and technologically sensitive areas, was being undermined. That chapter however, appears to be well and truly over in Croatia's eyes.

While large investments and projects are anxiously anticipated here in Croatia (and the Chinese interest in Rijeka and the Rijeka-Karlovac line is at least nine years old), data on trade relations show that there is a deficit. State Secretary Nataša Mikuš Žigman notes that there has been a noticeable increase in the volume of trade between Croatia and China, but imports are growing more than exports are. Last year, exports of goods amounted to 133.4 million euros, an increase of 19 percent when compared to 2017, while imports amounted to 803 million euros, an increase of 15.6 percent.

Croatian companies might be able to export more to China in the future, and the business forum being held in Dubrovnik is an excellent chance to showcase some innovative Croatian export ideas, but for now, the main export products continue to be raw or semi-finished products such as stone, leather, untreated wood and polymers, while when it comes to imports, we can see the reign of traditional Chinese consumer goods, white electronics and telecommunications equipment, as well as a constantly increasing number of Chinese tourists visiting Croatia, too.

As the Chinese continue to ramp up their business in Croatia, from Pelješac bridge to Rijeka's port, more announcements continue to appear, and just recently we reported on the Chinese plan to open up a car factory tucked away among the citrus trees of southern Dalmatia's fertile Neretva valley, more precisely in the Nova sela business zone near Kula Norinska in Dubrovnik-Neretva County. While many remain concerned about Chinese influence in Croatia, many others are much more occupied and lured by the promise of an economic boost and employment opportunities.

Croatian Success Stories: Family Business Dream Becomes Reality

Can one succeed in doing business on Croatian territory? Yes, one certainly can.

Asteria, a Croatian family company started by Dubravka and Veronika Vuković in the village of Banova Jaruga near Sisak in the continental part of the country, marked its first anniversary of being in business at the end of February 2019.

As Marta Duic/Poslovni Dnevnik writes on the 6th of April, 2019, this mother and daughter team successfully run their business which involves producing sleepwear, and the combination of Dubravka's long-standing experience in the textile industry and Veronika's knowledge gained about entrepreneurship at the Faculty of Economics in Osijek proved to be a winning combination.

"The two of us have always managed to create something together, and last year we had the chance to share that with the world. Our desire is to offer women quality sleepwear, ours is a different look than what is currently on our market, and that's why we decided to go with sleepwear. We want women to feel comfortable but at the same time feel elegant and confident in our clothes,'' explained Veronika Vuković.

Some of the Asteria branded underwear products include classic pyjamas, nightgowns, nightgowns, combos, dresses, kimonos and bathrobes, and fashion accessories such as sleeping masks and cosmetics bags.

"After the initial calculations, we started with the creative part and started working on the first models, there were a lot of attempts, a bunch of models from different fabrics, we played around with it all and tried out what would be the best, and we also asked our acquaintances to see what they liked the best, and soon after, we decided to take advantage of the self-employment incentives and open up an obrt (a type of company). At first, we needed some time because we knew only some of the very basics and not much more, and the biggest challenge were the Croatian state institutions and the vague information we received. We now understand the way they work and it's easier for us to talk to them,'' stated Vuković, reminiscing on Asteria's very beginnings.

The fabrics are mostly purchased from Italy and Germany and from some Croatian companies, and they're both [both domestic and foreign companies] responsible for the designs.

''Our products have been on the market for nine months now, and the web shop has been open for seven months. Special attention is paid to the design of the clothes and the selection of the fabric used in production, and each piece is manually sewn. I can say that we're getting better and better at it. When we started, no one knew about us and yet everything went easily.

Today, customers are already familiar with us and know where to look for our products, and on our web shop every month we have more orders than we had during the previous month. Customers often come back with some positive feedback, and we're particularly happy when they send us a picture of how they wear their clothes and how the clothes look on them,'' said Veronika Vuković, who prepares and delivers the items within four working days. In addition to Asteria's web shop and social networks, their products can also be viewed and purchased at their workshop in Banova Jaruga. Vuković noted that they aren't planning to open a classical type of store, at least for now.

"The type of clothes we make are made by almost nobody in the whole of Croatia. Although there are several Croatian companies that do sell sleepwear, it isn't similar to ours and is primarily different when it comes to the type of fabric being used.

Although these companies and foreign companies selling sleepwear are our competition, we're constantly working on being different to them and to make ourselves known for the variety and the quality of our products. As our greatest achievement, I would point out that customers have begun to recognise our products and recommend us to their acquaintances,'' said Vuković, noting that their current greatest efforts are investing in their proper positioning on the market as high quality garment manufacturers, as well as the expansion of their assortments and the entering into new markets.

"We're still not going to give too much away, but what I will say is that we're preparing stylish dresses, blouses and skirts in daytime, business and evening combinations, everything that a woman needs, and we want to focus more on sales in the EU and in the rest of the world in the future. They're much larger markets than our Croatian market here, and we believe our products have great potential,'' Vuković concluded.

Ogulin: Budget Doubled, Investments Arrive, 250 Work Positions Open

''Across all areas, the numbers are growing and visible progress has been made. We believe that our honest and committed work and the desire to contribute to the development of Ogulin in all fields has been recognised and that it's the only reason for our victory, and at the same time, the foundation on which we'll build our further activities and plans,'' said Mayor Domitrović for Gradonačelnik.hr who won a majority in the City Council three weeks ago.

Early elections held in Ogulin three weeks ago, where SDP won by a landslide, winning 9 out of 17 seats in the City Council, saw a somewhat impossible situation which had taken hold of the local area finally overcome. The citizens of Ogulin came out and gave their support, SDP's list won a majority and with its nine mandates at the constituent session of the City Council scheduled for April the 5th, it can independently form a government, declare what the budget will be, and proceed with the implementation of all of Ogulin's planned projects.

Only five SDP councilors entered during the recent local elections in the City Council, so the majority of nine councilors formed with three councilors from the now independent Željko Stipetić's list (former HSP AS) and one councilor of the DSS came to be. However, after the coalition collapsed at the end of last year, Mayor Domitrović remained without the support of the City Council, which is why the budget wasn't adopted for this year, so the government, according to what is set out by law, dissolved the City Council and announced early elections.

''We believe that our victory is the result of our work in the past year and a half, which our citizens have recognised. We took the reigns with a simple way of being that involves work, order and discipline, and the results we achieved were that people, having first given me their trust me a mayor in 2017, have now given that same trust to the party who had me run as a candidate, because in a year and half, we've shown that we can do much more and do it in a much better way than our predecessors. In all areas, the numbers are growing and visible progress has been made. We believe that our honest and committed work and our desire to contribute to the development of Ogulin in all fields has been recognised and that this is the only reason for our victory, and at the same time the foundation for our further activities and plans,'' said Mayor Dalibor Domitrović.

The figures speak volumes about what was done, how it was done, and the level of effort involved. Over the last year and a half in Ogulin, an impressive 250 new employment positions were opened, thanks to a large investment cycle that kick-started the economy.

Domitrović and his team succeeded in solving several property related legal problems that had been blocking investors and their cash, and because of which the new Ogulin entrepreneurial zone sadly became obsolete. The area is now fully completed and ready, and now Ogulin has requested an additional 47 hectares of land from the state, because the interest of potential investors certainly hasn't gone away.

"In the old and in the new entrepreneurial zone, investment projects worth 1.25 billion kuna exist, which, in addition to other projects, in the coming years, could turn Ogulin into a large construction site where more companies from the Ogulin area will have the opportunity to earn money,'' Deputy Mayor Danijel Vukelj said.

Since the beginning of their mandate, they have managed to launch two large projects that had been deadlocked for decades - the Ogulin flood defense system, that is, the construction of Ogulin's retention system, a project worth 180 million kuna and which is led by Hrvatske vode (Croatian water), and the construction of the Ogulin observatory project worth 250 million kuna, run by Hrvatske ceste (Croatian roads), which is dealing with major traffic problems that hinder the development of entrepreneurial zones and thus the local economy of Ogulin. Both projects will be funded by very welcome EU funds.

As far as Ogulin is concerned, or more specificially its administration, currently, projects worth 272 million kuna are in the works, for which EU funds have been contracted. Projects worth 80 million kuna have been either reported or are being prepared.

"We've started dealing with the issue of waste management, which has been neglected for many years now across Croatia and in the majority of cities and municipalities. We can do a lot of things in a very short time to meet the EU conditions that the Republic of Croatia has now accepted. The establishment of a waste management system will cost 40 million kuna. Most of this amount will be financed by EU funds, but the implementation itself, from sorting out the Sodol landfill, construction, the recycling yard, the equipment and vehicle procurement, as well as citizen education and other activities, will last several years,'' Vukelj explained.

3.1 Billion Kuna Secured for Projects in Krapina-Zagorje County

The continental Croatian county of Krapina-Zagorje and Krapina itself are both doing very well in terms of the amount of EU funds contracted for various projects over the last couple of years.

As Marta Duic/Poslovni Dnevnik writes on the 19th of March, 2019, Krapina is the seventeenth town in which the Ministry of Regional Development and EU Funds, in cooperation with institutions in the EU funds management and control system, have succesfully organised the informative and educational event ''Regional EU Fund Days'' with the aim of better informing the general public about the possibilities of funding from EU funds, as well as the strengthening of regional development and the overall social and economic growth of the Republic of Croatia.

Krapina-Zagorje County, of fourteen continental Croatian counties, is somewhere in the middle when it comes to using EU funds, while Krapina alone is currently implementing projects worth 125 million kuna.

"Although Krapina has been talking about EU funds for years, it took time to actually start something, with problems with the shortage of labour and at the same time a great deal of work [that needed to be done]. But today we can boast about a series of projects funded with EU funds," said Zoran Gregurović, Krapina's mayor.

"In just a little over two years, the intensity of the announcement of tenders has increased, and by the end of 2016, Croatia was at nine percent of contracted EU funds, a year later it was at 35 percent, and according to the results at the end of last month, we're currently at 64 percent of the contracted funds. In Krapina-Zagorje County, projects worth one billion and three hundred million kuna have now been contracted,'' said Velimir Žunac, State Secretary at the Ministry of Regional Development and EU Funds.

Croatia is, while taking into account the cost of European Union membership, in a plus, and by more than ten billion euros, by the year 2023, that figure will be even higher, the State Secretary encouragingly said. There was also an interesting panel discussion on the development of Krapina, where numerous projects were presented, indicating that Krapina-Zagorje County has some great potential across several sectors.

There are, therefore, projects currently being carried out, of which Crna kraljica (Black queen) is highlighted, a significant project worth 3 million kuna relating to the doing up and the renewal of the Old Town of Krapina, the Forma Prima sculpture park in Josipovac Forest, and the construction of a 300-metre-long pedestrian bridge connecting these locations. Other projects which involve street construction, kindergarten works and waste management are also in the works.

In addition to the above mentioned projects, Gregurović mentioned the problems that are also being faced.

"A large number of projects got the go ahead from our own resources too, which was a burden for us with regard to our financial capacity and the share of financing," Gregurović said, and as an example, he used the Sports and Recreation Centre in Podgora. It was approved, as was 40 percent of the cofinancing, and the city had to allocate 1.7 million kuna of its own finances to it. Although there is interest in the measures set out by the Rural Development Program, Gregurović says it is hampered by the high development index. "We lost points due to the development index when we registered for the Youth Centre, and we don't have enough resources to prepare the project documentation, so we hope the ministry will increase the funds that it allocates within the framework of the cofinancing of EU projects,'' said Gregurović.

Development would certainly not be possible without EU funds, said Vlatka Mlakar, head of the Public Procurement Department and EU funds of Krapina-Zagorje County.

"We've noted a positive contracting trend over the last two years, with the contracting rate in the area of ​​our county being 42 percent higher in 2018 than it was the year before. Looking at 2017 and 2018, the value of contracted projects stands at 1.3 billion kuna,'' said Mlakar. She added that more tenders mean more market demand.

She also announced a strategic project currently being implemented and worth 33 million kuna - the construction of a Business-technology incubator. Numerous projects have also been being carried out in the area of ​​education and health, including the project of energy renewal in nine schools, three of which are now complete.

"We're focused on the new financial period, we've got a lot of plans, and we have several strategic projects - the doing up of the hospital in Krapinske Toplice in the amount of 150 million kuna, then the Zagorje Scientific-education centre worth 120 million kuna, and a competence center worth 85 million kuna. Public procurement procedures are important because the success of every EU project lies there - the rules must be respected, as should be the procedures, the regulations, and the state commission's control procedures should be followed,'' Mlakar said.

Croatia's Lovebirds: Klepetan Returns to Malena Earlier Than Usual

''Trembling with the cold, he isn't yet used to these low temperatures. He arrived yesterday at 15:00 and immediately devoured two kilos of meat,'' Stjepan Vokić stated when talking about Croatia's most famous lovebirds (or storks, to be more precise), Klepetan and Malena.

As Vecernji list/Ivan Halar writes on the 19th of March, 2019, the love story between the two most famous storks in Croatia, Klepetan and Malena, is still very much in bloom. For the seventeenth time, after leaving to head for the warmer regions, Croatia's beloved stork Klepetan returned to his beloved Malena in the Slavonski Brod area of Brodski Varoš. However, his return this year has occurred earlier than usual because he usually comes back right at the end of March.

Stjepan Vokić, who observed Klepetan trying to re-adjust to the much colder climes is a now retired janitor of a school in Brodski Varoš, he has been taking care of the storks since 1993.

Vokić added that he was surprised by Klepetan's early return, but says that ''nature knows its own''.

"I saw seven storks flying over the playground and then landing. I went up to them to find out if Klepetan was among them. When I approached them with the meat, Klepetan recognised me and immediately came up to me. After he had eaten, he flew into his nest where Malena was waiting for him,'' said Vokić, adding that the pair had already made up for Klepetan's absence with some ''fun'', and in just a few weeks, Malena will likely lay eggs, meaning that maybe some baby storks might appear on the scene.

''It's plain to see that the long journey has worn Klepetan out. So, as they're accustomed to it, I'm bringing them some food,'' says Vokić, noting that he took a video of Klepetan's return, and the footage will soon be released on the Facebook page dedicated to the feathered pair, which his son usually edits.

"I'm not exactly all about these phones, my years are here..." Vokić concluded with a smirk and a sense of joy in his voice as his birds were safely reunited once again for the seventeenth year in a row.

Croatian Demographic Crisis Leaves Room for Surprising Exceptions

One might naturally expect continental Croatian counties, which aside from the capital of Zagreb tend to be less developed owing to the fact that Croatia's main economic branch of tourism still tends to largely bypass these areas, to boast the highest number of residents who have gone abroad. While this tends to be the case, and Slavonia unsurprisingly tops the list, the causes for such movement aren't necessarily what you might expect them to be, and there are some rather surprising exceptions...

As Poslovni Dnevnik writes on the 13th of March, 2019, the mass exodus from Croatia abroad is in direct correlation with the economic strength of a particular part of the country, but the actual economic strength (or weakness) of a particular region doesn't necessarily result in the mass emigration of the local population from individual less developed parts of Croatia.

These trends have been highlighted by data taken from the Central Bureau of Statistics, which in turn correlates GDP per capita in a given county with the number of people who have gone abroad. Of course, GDP per capita per county isn't fully accurate, perhaps the more accurate summonses for this topic are the average wage and the percentage of those registered as employed, but the data still clearly shows how developed each Croatian county is at the given time, Novi list writes.

When it comes to GDP per capita per county, Novi list has taken the recently published data from the Central Bureau of Statistics for 2016 and looked at the number of persons who went abroad, ie, the population of a county, and the number of inhabitants in the county for 2016 and 2017. Moving abroad appears to have intensified back in 2017, when 47,352 people left the country, up from 36,436 people in 2016.

In 2016, which is the first year in which Novi list's journalists looked into, no more than two or more percent of the population moved abroad from any county. Most of these people were from Požega-Slavonia (1.72 percent) and Vukovar-Srijem (1.67 percent), while in the following year of 2017, three counties saw that number rise above two percent (Sisak-Moslavina, Brod-Posavina, Požega-Slavonia) and one, Vukovar-Srijem, was over three percent.

At the top of the emigration list unsurprisingly lie less developed, poorer Croatian counties. Back in 2017, the largest number of those going abroad was recorded in Vukovar-Srijem County, followed by Brod-Posavina, and Požega-Slavonia, in fourth place came Sisak-Moslavina County. All of the above mentioned Croatian counties are located in continental Croatia, which is still very much bypassed by the country's main economic sector - tourism.

Vukovar-Srijem County recorded a dramatic rise in those leaving to go abroad in only one year, from 1.67 percent to 3.2 percent of the population.

However, in spite of these negative demographic trends, it appears that GDP per capita doesn't actually have to be the cause of the large-scale ''outflow'' of persons abroad, as is shown by Krapina-Zagorje. In both years, 2016 and 2017, this Croatian county recorded the least amount of persons going abroad. The situation is similar with Bjelovar-Bilogora County, yet another continental county in which one might naturally expect the Croatian demographic crisis to bite hardest.

Krapina-Zagorje County is specific to something else, too, along with the southern Dalmatian Dubrovnik-Neretva County, it is the only Croatian county in which the number of those who left to go abroad was lower in 2017 than it was back in 2016.

The research concludes however that the largest number of persons who have left Croatian soil to go abroad come from Slavonia, the least are from Istria, Zagreb, and Rijeka.

Međimurje Most Favourable Region for Doing Business - But Why?

Data continues to show that beautiful Međimurje County is the most developed county of continental Croatia after the City of Zagreb, the only one over 50 percent more developed than the EU average.

As Poslovni Dnevnik writes on the 12th of March, 2019, this year, Međimurje is among the winners in the category of creating a favourable entrepreneurial environment, the efficiency of the public administration, incentives and investment in infrastructure through EU funds.

The award was presented by one of the most prestigious and highly respected business media outlets in the world, the Financial Times, as part of its fDI Magazine, a publication that analyses global business activities across the world.

To briefly recall, last year, Međimurje was recognised as one of the top ten regions in the European Union. This new award was based on the analysis of the European Statistical Office (EUROSTAT), the Central Bureau of Statistics and other competent public authorities. According to the Economic Power Index, Međimurje is one of just two counties that recorded a two-place shift, and the only county in continental Croatia which GDP was higher in 2014 than it was back in 2008, resulting in GDP growth of 2.8 percent.

According to some of the measured criteria of the role of public administration, Međimurje County has, among other things, the lowest public sector expenditure in Croatia, and according to the data of the Institute of Public Administration and the European Commission (EC), it also boasts the highest grade according to the criteria for transparency of Croatian local and regional self-government units.

Furthermore, the official statistics for the second year distinguish Međimurje County as the region which invested the most in education, and the high degree of use of EU funds in creating quality health care conditions, investment in infrastructure, culture, and the protection of natural values (resources) ​​has enabled Međimurje's transition to a group of above-average developed counties compared to the average in the Republic of Croatia.

In addition to all of the above, Međimurje's economy recorded an unemployment rate of five percent, the largest amount of exports in when compared to imports, export growth of 14 percent, employment growth of five percent, total income growth of 11.8 percent, while gross profit of the economy was higher by 9.2 percent, net profit was 13.2 percent higher, which in turn increased revenues by 11.8 percent.

The efficiency of Međimurje's public administration was assessed through the speed of issuing building permits, rational budget management, the role of the regional development agency, the county energy agency and the technology innovation centre. Investment in the knowledge centre was created by creating the prerequisites for start ups by building new premises worth 12 million kuna, withdrawing EU funds for the construction of the "Metalska jezgra" research centre (32 million kuna) and the centre for competence in nechanical engineering with a total value of 50 million kuna.

The award ceremony was held in France, and the following warm words were said about Međimurje:

"The key to your success is in the synergy of public administration, the private sector and the [local] population. Međimurje County has once more, in this way and with the obtaining of a new prestigious award, justified its title and its image as the most entrepreneurial county in Croatia. All this is a result of systematic work, a clear strategy and the proactive promotion of investment opportunities. For this year's choice, fDi Magazine has analysed data on economic potential, the working environment, cost efficiency, infrastructure and positive business environment(s) in as many as 112 locations,'' said the director of fDi Magazine, adding that, at this point, the most important economic and social issue is Brexit, where the Financial Times devotes a lot of attention to the analysis of the future of the European Union after Great Britain leaves (if it ever actually does, that is).

Sarah Russis, head of fDi Intelligence and GIS Planning, emphasised the role of digitalisation as an important link to the region's economic development and planned investment.

"We're aware that investors, entrepreneurs and public administration officials are doing demanding jobs, and therefore it's important to recognise and support every innovation, result, and effort invested in creating a positive entrepreneurial environment, and the incentives that facilitate the ease of day-to-day business."

''This is award is proof of a systematic and thoughtful strategy. Our goal is to attract value-added investments that lead to better working conditions. It's important to emphasise that many existing foreign investors have decided to expand their capacities and have confirmed that Međimurje is a location for long-term business success. Key activities that Međimurje County conducts are post-investment care, attracting new investment in key sectors, a marketing strategy for attracting FDI investments to Medjimurje County, and education for small and medium entrepreneurship. The Redea institute for public development is also a kind of "one stop shop" institution that monitors entrepreneurs through all administration challenges,'' stated Darko Radanović.

"This award is, above all, a recognition to all those who create added value and contribute the most to economic results. The residents of Međimurje are productive, valuable and resourceful, entrepreneurs are struggling in very challenging business conditions, mayors are successfully attracting money from EU funds, all based on a clear vision, a quality strategy and set goals. That has to be valued and I'm glad it was recognised by magazines like the Financial Times. But we're not going to stop there, we understand this as a challenge to be even better because, after Brexit, many investments will be redirected to other EU countries and we intend to use [that opportunity]. This resettlement process [of investment] has already begun, the potential of Međimurje has been recognised, which has been proven by a reward for the second year in a row, so, I hope that Croatia will model itself on other countries and jump on the train, recognise that this is a new moment and take advantage of its chance,'' said Medjimurje County Prefect Matija Posavec.
