Za Krizen 2020: All 6 Hvar Processions in Jelsa (VIDEOS)
April 10, 2020 - Za Krizen 2020 took place in very unusual circumstances overnight. TCN was there the whole night. In the first of a series of reports, a timeline with video coverage of each of the six processions.
16:00 - There has been a lot of controversy about whether or not Za Krizen 2020 should go ahead in the corona era. A little background and overview of the procession route from the TCN terrace in Jelsa, which overlooks five of the six villages taking part in this 500-year-old tradition.
21:20 - Preparing myself mentally for a lonely all-nighter from the TCN terrace.

22:03 - Apart from one Irishman. I am extremely grateful to Niksa Peronja, Mayor of Jelsa, Jure Tadic, Hvar Police Chief, and Igor from the Jelsa Civilian Protection Headquarters for allowing me to document certain parts of Za Krizen 2020 at distance. With all the restrictions, on the ground media cover was light - indeed I only saw the fabulous Hvar TV duo, Maja and Jure (reporting for national television), and Hvar photographer extraordinaire, Jaksa Kuzmicic. But it certainly felt VERY strange to be the only person on the square as the procession started.

I was out all night and have a LOT to say about the last few hours, and I want to document it as fully as possible for the many people for whom Za Krizen is a part of their identity, but who could not take part due to the current situation. To do that properly, I need to get some sleep and formulate my thoughts, so for now, please find a series of videos and timelines through the night, which include all six processions which took part in Za Krizen 2020.
23:30 - There were many things that were unusual for Za Krizen 2020, among them the arrival of supporting singers from Vrboska to Jelsa by boat - social distancing has now spread to the Adriatic.

I know what Za Krizen means to many of you, and I was expecting people to follow the processions or huddle together as they arrived in Jelsa. That simply did not happen. Much more on that when I wake up.

Croatia's Liberalized Travel System Hits Bureaucratic Speed Bump
April 9, 2020 — Vera Blažek from Cakovec biked five kilometers to a supermarket yesterday afternoon, preempting pensioners and the crowds that come with them. The 68-year-old technically broke the law.
It takes about half an hour to get around the bike path. But reach the Čakovec shop from her Čakovec address, she needs an "e-pass,” she told Jutarnji List. The Municipality of Šenkovec dips into Čakovec a few kilometers along the main road. The bizarre shape and lack of continuity has made Croatia’s e-pass system a confounding mess for local authorities wanting to grant some mobility to citizens, while still preventing the virus’s spread.
Croatia’s multi-tiered municipal and county governments are clashing over loosening restrictions on the movement of healthy residents via the e-pass system. The government has issued 700,000 such passes to residents claiming a need to leave their neighborhood.
Some local authorities want free movement, others fear undoing keep the current system’s effectiveness against the coronavirus. The countries convoluted delegation of government duties doesn’t help.
Oddly shaped municipalities and cities overlap and puncture each other at odd angles. Stand on one street corner, and the opposite side may follow a different bureaucratic regime. Crossing any of these haphazard borders requires a legal document. Which makes Blažek’s casual trip to the supermarket, technically, illegal.
No one thought about the territorial borders, nor did they seem important until the emergence of coronavirus spurred travel restrictions. Now a trip to buy provisions requires a government pass.
“Well, I don't need a pass to go to Čakovec,” Blažek told the paper. “I’m from Cakovec.”
Josip Zerjav has a pass to get to work in Varaždin County — a 15-minute trip through several commuter municipalities. “My pass is worth the exact route,” he said. His grandparents live two kilometers off the route. “I need a pass to get to them,” Zerjav said. “That doesn't make sense.” Not that authorities are enforcing the rules.
Police officers monitor the entry points to Međimurje County, but not the municipalities which make it up. The government has yet to approve the Međimurje County’s proposal combining its constituent Civil Protection Directorates, turning all of its smaller parts into one large, pass-free zone. But Međimurje and police officers are tacitly already implementing it.
The National Civil Protection Directorate hasn’t approved territorial mergers of local civil protection authorities, other than in Istria. Several local leaders are backing away from the idea, worried it’ll undo Croatia’s carefully executed and, so far, successful nationwide lockdown.
The leaders of several local civil protection directorates have refused mergers, worried large numbers of people will come into their territory overnight and, potentially, expand the epidemic.
The effects of the loosening restrictions are already showing. More residents and cars are on the streets. Long lines now form in front of shops, some ignoring the mandated social-distancing rules.
The city of Duga Resa, for example, has a population of 12,000 and covers an area of 58 square kilometers. If the proposal to "merge" four neighboring municipalities - Bosiljevo, Barilovic, Generalski Stol and Netretic - were adopted, the number of residents traveling without e-passes would increase by about 10 thousand, while the free-travel area would increase to about 500 square miles.
Interestingly, many "agricultural counties" do not want the liberalization of the e-Pass regime. The Vukovar-Srijem, Požega-Slavonia and Virovitica-Podravina counties, for example, will not submit proposals for enlargement to the National Headquarters. The same is true in Varaždin County.
"When the national headquarters, based on current figures, conclude that the time has come for the loosening, we will certainly support it," Varaždin County Civilian Protection Chief of Staff Robert Vugrin told Jutarnji.
He also believes that with such decisions, one must also take responsibility if the plans backfire: the large number of people traveling will make the virus will spread faster.
“I understand that there are specific spaces, but it should then be clearly defined which and why exactly. Because like this, with more and more requests, this is no more an exception than a rule,” said Vugrin, noting that he does not like the current situation because it 'creates a mess'.
In that county, they believe the current model of e-passes needs work. Among other things, pass holders do not specify their route, which loses control over the movement of residents once inside another city’s borders.
The City of Varazdin wants to merge the city area with 10 neighboring municipalities, even though Varazdin County opposes the rule.
The mayor of Varaždin, Ivan Čehok, on his FB profile, commented on the city proposal, but also on those who consider it dangerous, including Vugrin in Varaždin County.
“I have seen counterarguments, however: we do not encourage this to travel anymore, it is an area of otherwise daily migration,” Čehok wrote.
The debate has yet to reach a head, and with many mayors and county heads balking at the chance to unite, e-Passes may continue to be in high demand.
Muslim World League Donates Funds to Croatia to Help Fight Coronavirus Pandemic
ZAGREB, April 9, 2020 - The Muslim World League has donated US$300,000 to the Croatian government for combating the coronavirus pandemic, and has also donated funds to the Islamic community in Zagreb for the repair of the damage caused by the March 22 earthquake, the governing body of the Islamic community in Croatia said in a statement on Thursday.
The deputy prime minister and head of the national civil protection authority, Davor Božinović, thanked the Muslim World League on behalf of the government and Mufti Aziz Hasangović thanked the organisation on behalf of the Islamic community in Croatia, the statement said.
With its donation, the Muslim World League "showed sensibility for the entire country and our society, which will certainly contribute to stronger ties and cooperation," it added.
The Secretary General of the Muslim World League, Muhammad bin Abdul Karim Al Issa, was involved in the organisation and sponsorship of an international conference held in Zagreb more than two months ago as part of the programme of the Croatian Presidency of the Council of the European Union, which focused on human brotherhood as the basis of peace and security in the world, the statement said.

HUP Appeals to HRT to Expand Decision on Suspension of Subscription Fee
ZAGREB, April 9, 2020 - The Croatian Employers' Association (HUP) on Thursday welcomed the decision by the public broadcaster HRT to temporarily suspend subscription fees for all businesses ordered by the national civil protection authority to cease operating, calling for the decision to apply to all other entities affected by the present crisis.
"We welcome the decision by the HRT director-general on the temporary suspension of the monthly subscription fee for all entities that ceased operating by order of the national civil protection authority. However, we have to point out that this decision does not apply to activities and businesses whose operation has not been officially suspended, but which have no work or revenue," the HUP said in a statement.
The decision, made on April 7, will be in force from April 1 until the cessation of the coronavirus emergency, as decided by the national civil protection authority.

Dario Hrebak: Don't Let Private Sector Suffer & Public Sector Carry on as Normal
April 9, 2020 - HSLS president and Mayor of Bjelovar Dario Hrebak stressed the importance of not allowing the private sector to carry the weight of the crisis as was the case in recession, calling for solidarity.
Commenting on Government measures, Hrebak expressed his belief that the measures will be effective, but stressed that more will be needed in the coming period. Hrebak pointed out that the crisis showed which parts of the public sector are essential and concluded that the Government should work towards transforming the bureaucratic apparatus into efficient administration.
Social Liberal Party (HSLS) president and Mayor of Bjelovar Dario Hrebak stressed the importance of not allowing the private sector to carry the weight of the crisis, calling for solidarity, reported the media on Wednesday. He reminded people that the private sector suffered in recession, unlike the public sector, and revealed that the City will spend about 10% of its budget to save as many jobs and investment projects as possible.
Hrebak noted that Bjelovar will cut all non-essential spending, stressing that it will not spend money on manifestations and cut NGO financing. Commenting on Mayor of Zagreb Milan Bandić, Hrebak pointed out that the earthquake which recently struck Zagreb dispelled the myth of Bandić's competency. He noted that many City-owned buildings were damaged severely in the earthquake due to neglect and added that HSLS will start a petition for early local elections in Zagreb after the pandemic.
Answering to a reporter, Hrebak noted that Croatian Union Central (MHS) president Vilim Ribić is against showing solidarity to the private sector and added that he is trying to blur the line between workers in essential public services and public sector bureaucrats. Commenting on Government measures, Hrebak expressed his belief that the measures will be effective, but stressed that more will be needed in the coming period.
He reminded people that Bjelovar waived surtax, communal fees, rent and kindergarten fees, among others, stressing that these measures are aimed at saving jobs and helping entrepreneurs weather the crisis.

Focus on Freezing Loans, Writing Off Rents, Utility Fees, Parafiscal Charges
Zagreb - April 9, 2020 - Glas Poduzetnika, the new Croatian association known as The Voice of Entrepreneurs, has announced its next steps.
After a few days from the foundation, the GLAS PODUZETNIKA Association received the decision of registration in the Register of Associations and can start with work. In the first period, the Association will focus on the remaining demands and implementation of existing measures
"The Association is now registered, and applications are being reviewed so we can confirm the membership to all who applied, counting more than 4,000 people in the first five days. Our long-term goal is to participate in the work of the Economic and Social Council and to be the voice of entrepreneurs, especially micro and small businesses, self-employed and employees in the SME segment", said Hrvoje Bujas, the President of GLAS PODUZETNIKA. "Glas Poduzetnika is a prestigious representative of practically 70% of the private sector, and we believe that we complement with HUP, which gathers mainly large companies. Associations such as Glas Poduzetnika exist in all major economies—National Small Business Association exists in the USA for 80 years now, Germany has Verband der Gründer und Selbstständigen Deutschland (VGSD), and these organizations have tens of thousands of members. In this major crisis, we all had the opportunity to see that an organization like Glas Poduzetnika is necessary for our society."
The main objectives of the Association, defined in the Statute, are to promote and protect the interests of micro, small and medium-size enterprises in Croatia and their staff; to identify and encourage measures aimed at improving the entrepreneurial climate in Croatia; the creation of a more appropriate and favorable institutional environment for the development of micro, small and medium-size enterprises; the creation and promotion of business climate; the optimization of the efficiency of the state apparatus with the aim of the long-term sustainability of the economy and providing better services to citizens as well as to improve development and quality of society as a whole. No membership fee will be charged for membership in the GLAS PODUZETNIKA Association, and its activities will be funded from donations and commercial activities. Soon, the Association will also make public a detailed document with short, medium, and long term goals.
Meanwhile, after the April package of measures was published, the GLAS PODUZETNIKA Association has focused its current activities in four areas: the demand for banks and leasing houses to freeze loans and interest for 12 months; the demand for local governments to write off rental payments and utility fees; the demand for the country to cancel parafiscal charges, as well as support for members and the Government of Croatia in implementing measures and resolving open issues.
Yesterday, the Association conducted two interesting surveys among its members. The first survey queried members' expectations from the Croatian National Tourist Board in the crisis and the following recovery period. The second one was about the opinion of entrepreneurs about what the territorial structure of Croatia should look like in the near future.
First, we were interested in the attitude of entrepreneurs to the vast network of more than 300 tourist boards. Given that tourism is a profoundly affected sector which accounts for 20% of Croatia's GDP, we believe that opinions related to this topic are of strategic importance. When asked what they expect from tourist boards, up to 82% of entrepreneurs do not have any expectations because they believe that tourist boards are entirely useless. Just over 9% have some hopes and believe that targeted marketing actions should be initiated in accordance with the pools of tourists arriving on their transport. Another 5% think that tourist boards should first be radically reorganized, and 3% of participants are interested in fulfilling the board's promises to reduce membership fees in the short term. Considering these results, it is clear that the Association Glas Poduzetnika will also have an exclusive responsibility to encourage the public, the Government of Croatia and the competent Ministry to think carefully about how to optimize this crucial business sector and make the most of it since this system of tourist boards does not seem to fit the current situation.
The question of the number of local government units is not new. Experts have for years warned of a massive amount of local government units, which is disproportionately large for the population and even for the size of the country only. The Glas Poduzetnika Association believes that this is the perfect moment to bring this topic to life and to finally make some decisions that can increase the chances of Croatia's long-term prosperity. Interestingly, the most significant number of participants responded to this survey within a few hours—almost two thousand of them. That shows how important this issue is and how many people believe it should be resolved as a matter of urgency. When asked if they thought the number of counties, municipalities, and cities should be reduced, the answers were very clear. A total of 97% of participants believe that the number of local government units should be reduced. 75% of them think that there should be 4-5 counties and 100 to 200 cities, while the remaining 22% believe that all units that cannot be self-funded should be eliminated. Of the remaining 3%, only 1% believe that the number should continue unchanged, and 2% have several different responses, each of which is negligible. Such results confirm past researches, but more extremely, potentiated probably with the impact of the current crisis. "Given the rarely observed unity in responses, we hope that the politics will also see that it is inevitable to initiate the process of territorial restructuring and optimization of local government as soon as possible," they emphasized from the Glas Poduzetnika Association.
Remember that the GLAS PODUZETNIKA Initiative started as a citizens' self-organized group, most of which are small entrepreneurs, after the announcement of the first set of Government's measures, which the organizers deemed insufficient. The Initiative assembled more than 100,000 entrepreneurs, small business owners, self-employed, and the employees in the private sector in less than 15 days, drawing the media spotlight with its uncompromising requests and appearances. Considering this, GLAS PODUZETNIKA positioned itself as a relevant factor in public discussions aimed to determine Croatia's new economic direction. Its position was also confirmed by the Government of the Republic of Croatia, having included some of the Initiative's suggestions in the second set of economic measures, thus confirming Initiative's undeniable influence. At the request of the Initiative's members, the GLAS PODUZETNIKA Association was created and received more than 4,000 applications for membership within a few days of its founding.

Croatian Army Provides 2 Helicopters for Transport of Coronavirus Patients
ZAGREB, April 9, 2020 - The Croatian Army will give support to the Health Ministry's crisis management team by providing Croatian Air Force's helicopters, which will be adapted to transport patients infected with the coronavirus, the Defence Ministry said on Thursday.
The crisis management team has had an adapted Mi-171 helicopter at its disposal since Wednesday, and it has been planned that another Mi-171Sh helicopter will be adapted for the purpose of transport of COVID-19 patients.
Since the Croatian Armed Forces do not possess specialised equipment or helicopters suited for transporting patients infected with or suspected to have COVID-19, the Aeronautical Technical Centre in Velika Gorica has devised a solution for adapting the helicopter's transport cabin.
New operational procedures have been developed for crews and medical teams engaged in transporting patients infected with COVID-19, including complete decontamination of helicopters, crews and medical teams, the Defence Ministry said in its press release.

Life was going very well, and everything built on a VERY solid foundation.
And then... corona.
It must have been heartbreaking after all the effort (and cost) put in for the EPIC conference in Dubrovnik, for it to be cancelled. But that was in a different era, when we still thought conferences were possibly going to happen. I noted with some irony on the day the event was supposed to open that Dubrovnik got its first case of corona.
And then, 3 days later, having had to close the clinics with the new restrictions, another disaster - the Zagreb earthquakes.
Some damage to the clinic, but more significantly, sufficient damage to his home that it was not safe for him to stay there with his adorable two young sons and wife.
At that point, most people would have given up, but while he may have been temporarily dazed by the hammer blows, he did not take the easy option and downsize his team, but rather got into crisis management mode and restructured. Health Minister Urges Croatians to Stay Home for Easter
ZAGREB, April 9, 2020 - Croatian Health Minister Vili Beroš on Thursday called on citizens to stay home during the coming Easter holidays and said that the key to success in fighting the coronavirus epidemic was in their hands.
"The key to success lies in our hands. During these holidays it is more important than ever to stay home. For a healthier future we must act now and we must act decisively," the Minister said at a cabinet meeting while presenting activities taken to curb the epidemic in the past week.
He underscored the additional efforts made to expose fake news on the coronavirus and their consequences.
"False claims about the coronavirus pandemic can put human lives at risk and they further provoke anxiety and fear. Therefore, I call for utmost caution and relying solely on official sources of information," Beroš said.
He also said that there were 1,518,719 infected persons globally, with 88,502 fatalities and 330,589 recoveries.
In Croatia, a total of 13,125 persons have been tested, of whom 1,343 tested positive since 25 February. The percentage of those who have tested positive is 10.11%, Beroš said.
He also presented a graphic illustrating the trends for the number of infected persons in Croatia since the outbreak, which shows that the increase in the number of cases is still linear and that there is no significant increase.

2.1 Billion Kuna of Budget Funds Redistributed to Address Corona Crisis
ZAGREB, April 9, 2020 - The government on Thursday redistributed budget funds in the amount of HRK 2.1 billion to address the consequences of the outbreak of COVID-19, and the most of those funds would be used for the government's measure to help employers to retain their workers.
Finance Minister Zdravko Marić informed the cabinet that a new round of the redistribution of the funds would soon ensue.
The lion's share, that is HRK 1.87 billion of the reallocated funds, will be set aside for the government's measure designed to keep jobs and ensure funds to employers whose businesses are hard hit by the corona crisis.
The Croatian liquidity guarantee scheme for export-oriented companies, which has been prepared by the Croatian Bank for Reconstruction and Development (HBOR), can count on 80 million kuna.
For instance, the government also has set aside 53 million kuna to fund the procurement of new equipment for microbiological diagnosis of the infection with coronavirus.
The funds have been ensured through austerity measures made by the ministries.
The infrastructure and transport ministry, for instance, has ensured 305 million kuna through cost-cutting plan.
The education and science ministry has provided HRK 294.8 million through its austerity measures, and the regional development and EU funds ministry 152.9 million. Other ministries have also made savings by cutting their costs.
