Split's Divota Opening Yoga and Meditation Center, Open House Tomorrow!

Emotive New Vukovar Father And Son Monument Unveiled

September 22, 2020 – Their lives taken in the Homeland War, Petar and Igor Kačić are depicted in the new Vukovar Father and Son monument. Igor was just 16-years-old at the time he was killed

During recent days, family members, the town mayor and veterans representatives attended the unveiling of a new Vukovar Father and Son monument. The statue is the work of Zvonimir Orčić and Josip Cvrtila and was commissioned in remembrance of Petar Kačić and his son Igor. Aged just 16-years-old at the time of his execution, Igor is the youngest victim of the massacre at Vukovar.

Petar Kačić was killed on the front line of the fighting in Vukovar on 2nd October 1991. He and other town residents were trying to defend their families and neighbours from the approaching Yugoslavian National Army forces. They were hopelessly outnumbered and inadequately armed for the task. They faced one of Europe's then-largest and best-equipped armies, whose numbers were bolstered by savage and ruthless paramilitaries.

Although the new Vukovar Father and Son monument shows the two males of the family together in defence of the town, Igor was actually killed one month after his father's passing, on 20 November 1991. While still grieving for Petar, the family had been moved into a shelter at Vukovar hospital to escape the intense shelling that rained down on the town each day. It had already destroyed their home two months previously.

Following the fall of the town, all refugees from the fighting were taken into the custody of the Yugoslavian National Army and their paramilitary accomplices. In a barbaric act that was to be repeated time and time again during the violent break up of Yugoslavia, the men were separated from the women, and small children, and then taken away.

Although only 16-years-old, Igor Kačić was a strong and muscular boy. The look on his face was perhaps nearer that of a man, aged by grief, relentless shelling and the new responsibilities he had taken upon himself. After his father had been killed, Igor assumed the role of the family protector and stood on watch at the hospital while his mother Irena and his two sisters slept inside.

Around 300 men were taken from the Vukovar Hospital. Their number contained not only wounded fighters but sheltering civilians like Igor. They were transported by the Yugoslavian National Army to a farm in a hamlet called Ovčara, south-west of Vukovar. The army drove away, leaving the prisoners in the custody of the Serbian paramilitaries. 260 prisoners were lined up in groups, then shot. The bodies of 200 were later found in one mass grave.

“It is not just a monument to Petar and Igor, it is a monument to all fathers and sons who gave their lives in the Homeland War,” said Igor's mother, Irena Kačić, at the statue's unveiling. Aged 69 years old, Irena Kačić had made the journey from her present-day home in Rijeka to attend the ceremony for the new Vukovar Father and Son monument.

NAIC Part 2 of Initial Global Survey: Will (Uneven) Development of AI a Cause Even Bigger Chasm Between Countries?

September 22, 2020 - Are we destined to become trained monkeys at best, if our countries don’t react on time respond to the upcoming AI tide? The initial Global Survey about the concept of National AI Capital — proved that majority of AI experts believe it is very important to measure, and that it should be monitored, as visible in the first part of NAIC IS Global SurveyNAIC IS Global Survey. It is clear that countries that are already differentiating based on their human capital, and technology adoption, could have drastically bigger differences in the future. But, how far is that future? And who can influence it in a positive way?

When to expect it, and who is involved?

In this second part of NAIC IGS, we will try to give some answers, and to discuss their consequences.

One of the questions in the survey, that got responses from 56 countries, was: Will countries differ in their AI capital (and more importantly when)? Only 5% of responders thought there will be no differences between countries, in opposition to 87% of those who thought that significant differences will be present. And, even more, important is the time frame in which that will happen. Exactly half (50%) of AI experts expected that those differences will happen in the mid-term period — let's estimate it in 5 to 10 years. Even more interesting data is that more than one third — 37% of them, except that it will happen in a SHORT period of time — usually estimated as less than 5 years. That is very valuable insight to all those policymakers who are adapting to the changes, usually in very slow motion.

Some countries are already warned that they should react on time to remain competitive — as Microsoft warns UK. What is happening to other countries that don’t have any expectations?

The speed of change could be going faster than we experienced so far, thus making it harder to predict. So the second connected question is, who is creating, or even better who will be responsible for the creation of AI capital (products, processes, patents, knowledge, etc.) in the future. And we got very interesting predictions/answers to that question.

The biggest number of responders — 77%, predicts that the largest contribution will come from those who are leading advancements in the AI field today — private companies and corporations. Maybe a bit surprisingly, the general notion all around the world, is that a significant contribution will come from a growing number of AI start-ups — 73%. Another significant contributor could be Universities and Academic institutions — that are chosen by 59% of responders. And as the least probable contributor — responders choose — Government institutions, with only 31%.

In the time when it seems AI is shaped by nine companies (from two countries), we should pause for a second and consider all the consequences of that.  As a part of the answer, new AI start-ups are emerging and boosted by their speed and agility, and focus, they could disrupt the area. Unless of course, they are not bought by those giants, when the time comes. Universities are a constant and reliable player in the field of any advancement and innovation, but it seems they are also lagging, behind, and changing their leading role to support function in many cases. And, for me, the biggest problem, and for many reasons, unused potential – are government-connected institutions, capable of doing large scale projects. Current experience is that they are 4th player and not too reliable when it comes to the creation and implementation of AI. Knowing historically that most of the major breakthroughs, were achieved as a part of state-funded strategical projects, this definitely raises many concerns. AI will also become the area where power is shifting from the public to the private sector, with all the good and the bad consequences. 

In conclusion, the questions mentioned here, open many subtopics. What will be the relationship between Universities, Corporations, and Government? How it will change and influence different aspects of ethics? Is confidence and hope in the power of start-ups (un)realistic, taking under consideration that currently a huge proportion of already risky start-ups, in the AI field, is not succeeding and delivering their promises? What should be the priority of our focus, taking into account that we probably have less time than most of the world would estimate? 

In the third part of NAIC IGS, we will discuss data gathered on the areas of AI that are getting investments currently, and where should investments go in the future.

Confirmation of the definition of National AI Capital and its importance was first the phase of the project. In this part, we established a probable timeline of AI development and the sources of its creation. In the second phase, we will work on segments of methodology and refining the concept.

Split Open: ATP Challenger Tour Spectacle to be Held at Firule Tennis Center

September 22, 2020 - Split Open, part of the ATP Challenger Tour, will be held at the Firule tennis center from September 28 to October 4, 2020. For the first time in history, an international world-class tournament from the ATP system will be held continuously in Split.

When Roland Garros begins, an ATP Challenger Tour will be held in the Firule area of Split from September 28 to October 4, 2020. Thus, tennis returns to Split after 22 years, and one of the most deserving people for that is the tournament director Ismar Moralic, a tennis fan who lives in Zagreb.

"The tournament was supposed to be played in April, but due to the coronavirus, we managed to fight for a new tournament. Qualifications for the main tournament begin on September 26. We are glad that the tournament is of exceptional quality, even though it is played in the week of Roland Garros. The last tennis player to enter the main draw is 180th in the rankings. This is a fact that even some tennis tournaments from the main series of $500,000 cannot boast," said Moralic, and then added:

"The tournament is played under extremely strict measures prescribed by the ATP and the Croatian Institute of Public Health. We will strictly adhere to them. We are happy that the spectators will be in the stands, and we will know how many there will be 48 hours before the start of the tournament. Some of the special features of the tournament are the reduced number of people on the court. During the matches, the line umpires will not be until the semifinals. From the semifinals, only three line umpires will be allowed alongside the chief umpire and a smaller number of children to collect. From the first day when this tournament was proposed, the City of Split, the County, the Split Tourist Board, and the Public Institution Sports Facilities stood behind us."

The importance of this tournament for the city of Split was emphasized by the department head for social activities, Mate Omazic.

"At the first idea when Mr. Moralic called us, we reluctantly accepted it to give a boost to tennis. We know that the club has young talents, and they are trying to restore the splendor of Split tennis. I hope this will contribute to the development of the sport. The plan was late April, early May. It is an ideal term, pre-season, we hope that we will have that term from 2021. We expect good tennis," said Omazic.

County head for education, culture, and sports Tomislav Đonlic pointed out his satisfaction that tennis is returning to Firule.

"Firule gave birth to big names in Croatian and international tennis. Goran, as the greatest we all carry in our hearts, but also those before and after him. I am glad that this initiative has not been abandoned. Congratulations to everyone involved in the organization. We hope for this to become a tradition. The county will be there as a partner in the implementation of this project," said Đonlic.

On behalf of the Sports Facilities Sports Institution, Tomislav Borozan pointed out the good cooperation with the Split Tennis Club 1950.

"From the day when the City of Split fully entrusted us with the maintenance of this tennis center, we have taken our work seriously. One tournament like this is an added wind at our backs. Our cooperation with TK Split 1950 is at an excellent level; we are very satisfied. We were sorry that the tournament was postponed, and these days we will work if necessary in three shifts to get everything ready."

On behalf of the Split Tennis Club 1950, President Ivica Kekez spoke about history.

"This year, we are celebrating 70 years of playing tennis in this area. The founders were tennis enthusiasts and devoted their entire lives to working with children. This has resulted in people like Nikola Pilic. I assure you that our coaches, all of them who work with children, can work in any international center. We now have a tournament that is a stimulus for all children to continue to develop and have strong players in the future, which will be good for Croatian sport."

New Croatian Mega Project Involves 21 Trains and Over 1 Billion Kuna

As Darko Bicak/Poslovni Dnevnik writes on the 21st of September, 2020, given the fact that over the past 15 years Croatia has almost completely completed its investments in strategic road construction projects, and after that those of air transport, it is time to invest in railway infrastructure, which, with the abundant help of EU funds, is finally underway throughout Croatia. Meet the latest Croatian mega project.

The latest Croatian mega project is the procurement of 21 new low-floor trains, coming with a total value of more than one billion kuna. The Minister of Maritime Affairs, Transport and Infrastructure, Oleg Butkovic, together with the President of the Management Board of HZ Putnicki prijevoz (passenger transport), Zeljko Ukic, and the Director of the Central Agency for Financing and Contracting, Tomislav Petrica, will sign a contract for securing grants from EU funds.

Out of a total of 21 new low-floor trains from this new Croatian mega project, 11 of them will be intended for city - suburban lines, and the remaining 10 will be for regional lines. Eligible project costs will be financed from EU funds, ie the Cohesion Fund, in the amount of 85 percent, while the rest will be financed from the Croatian state budget.

So far there are 12 trains

This new Croatian mega project is part of the "Project for the renewal of the HZ Passenger Transport fleet", within which 12 new trains have been procured so far, which are currently in the production process.

Through the realisation of these procurements, HZ Putnicki prijevoz will have a total of 32 new trains under its belt over the next three years, for urban - suburban and regional traffic, which, along with 28 new trains that are now in service, will significantly improve the quality of their given transport services. During the last year, HZ Infrastruktura (Infrastructure), a public company in charge of investments and the maintenance of the national railway network, made a total of 950.9 million kuna in investments, which is 29 percent more than they did the year before. As much as 74 percent of the money, or 700.9 million kuna, is co-financed by EU funds. The company has pointed out that due to the coronavirus crisis, the dynamics of the work being carried out on contracted investment projects has slowed down a bit, and the start of work on newly contracted projects has been delayed.

The coronavirus factor

The fact that Croatian railway traffic is growing even during this crisis has been confirmed by the network regulatory agency HAKOM, which pointed out that in the second quarter of 2020, the Croatian railway services market transported 2.5 percent more goods when compared to the same period last year, and it achieved more train kilometres and tonne-kilometres in freight transport.

"These three indicators indicate that, although the coronavirus crisis has generally affected and reduced the transport of goods in Croatia, the railway has taken over the transport of part of that cargo by other means of transport, such as road or air transport," HAKOM said.

The share of train kilometres made freight transport in the total realised train kilometres, which includes passenger transport, stood at 47 percent. The largest freight carrier was the public HŽ Cargo with a share of train kilometres of 56.3 percent, and the rest was achieved by eight new carriers on this market. The indicator of realised tonne-kilometres in the second quarter grew by 17.5 percent when compared to the previous year. On the market of passenger railway transport, the number of transported passengers decreased by as much as 66.6 percent when compared to the second quarter of 2019.

The main reason for less passenger transport was the decision of the National Civil Protection Headquarters of the Republic of Croatia on the temporary suspension of public rail passenger transport from March the 22nd to May the 10th, 2020.

Post-Earthquake Worries See Zagreb Residents Move Out of Centre

September the 22nd, 2020 - The Zagreb earthquake is still very fresh in the memories of those of us who woke up to the deafening sound of it and our buildings shaking. It has been half a year since it occurred, but it is unlikely to leave our minds anytime soon. For some Zagreb residents, that and a few other factors has seen them seek land and property outside of the centre of the city.

As Poslovni Dnevnik writes on the 21st of September, 2020, back during quarantine, when the economy was locked down, the real estate market almost stopped in its tracks. After the re-opening of the economy - interest in real estate in Croatia is growing once again.

According to insiders, the situation on the market across the country could now be described as almost normal, given that the demand is considerable, while at the same time there is significantly less quality real estate on offer than is required. Along with Zagreb, Rijeka, Osijek, Split, Pula and Zadar are the cities where the offer of apartments for sale has been the most searched lately.

Borislav Vujovic, vice-president of the Real Estate Association at the Croatian Chamber of Commerce, told HRT that real estate in the centre of Zagreb had become unattractive to Zagreb residents currently living there and for those considering a move from elsewhere due to the recent earthquake.

He pointed out that the location of the buildings is attractive, but not the buildings themselves. Vujovic said the asking price was about 500 euros lower than before March the 15th, 2020.

"It should be taken into account that the prices of newer buildings in the centre are stable and they are more attractive than they were before. Their prices are rising, but since there are fewer of them, they don't affect the prices in the city centre,'' he emphasised.

Vujovic added that the Zagreb residents who went through the earthquake want to go outside the city and are looking for land to build quality and safe houses themselves. He emphasised that the coronavirus also influenced the departure of Zagreb residents from the centre of Zagreb. "There is an increased interest in more peripheral locations and in houses and land in such locations," said Borislav Vujovic.

He pointed out that the prices at these locations hadn't risen as much as land and houses are now being sold on them. "The turnover of houses was much lower than it is today. However, today the situation has changed,'' he said.

As for the coast, he said there is great interest from foreigners in buying real estate. "This year there was absolutely demand, our traditional buyers, Slovenians, Austrians and Germans are coming and looking for real estate," he said.

Vujovic added that foreigners aren't only looking for apartments located along the first row to the sea, but also houses which are more isolated. Vujovic said that while the collapse of the market didn't happen, no growth is expected.

He added that those who can take advantage of loan subsidies through APN should absolutely take advantage of it. He emphasised that the situation is different now than it was back in 2008 because we have historically low interest rates on savings and loans. ''It's difficult to compare the situation then and now," he said.

Sljeme, which towers above the city, offers everything from hiking opportunities to skiing in the winter. The Sljeme cable car will be yet another addition under Zagreb's belt.

As Poslovni Dnevnik writes on the 21st of September, 2020, the much anticipated Sljeme cable car is in its final phases of construction, with the new  ‘Sljeme Cable Car’ sign now having being placed at what will more than likely become an extremely popular site for both locals and visitors.

Let us remind you that the Sljeme cable car will be five kilometres long, it will have 84 cabins which will boast ten seats each. 1500 passengers will be able to be transported in one hour, and the ride to the upper station should take 16 minutes, at a speed of 20 km/h. The route of the new Sljeme cable car will be illuminated, covered by video surveillance and an audio system, while the cabins will be equipped with heated seats, lighting, wireless internet (Wi-Fi) and the preparation of installations for video surveillance.

The lower station building will be equipped with underground garages on two floors, with more than 200 parking spaces. The price of the Sljeme cable car in total stands at a massive 535 million kuna, and the price of one ride for citizens will be around 50 kuna. The first rides for citizens are expected from November the 1st, 2020.

Zagreb Launches HRK 1.5 m Project for Social Inclusion of Persons with Disabilities

ZAGREB, September 21, 2020 - The project "Novi Jelkovec -- a Place of Independent Living" has been launched in Zagreb, it is intended for social inclusion of persons with disabilities, and it is completely financed, with nearly HRK 1.5 million, by the European Union.

"The goal of the project is to contribute to the social inclusion of people with disabilities through the development of new, effective and inclusive social services," it was underscored today at a press conference.

In June 2018, the City of Zagreb submitted the project "Novi Jelkovec -- a Place of Independent Living" to a call from the European Social Fund, and a grant agreement was signed in June 2020 between the City, the Ministry of Labour, Pension System, Family Affairs and Social Policy and the national employment bureau (HZZ). The duration of the project is 18 months.

The project is being carried out in cooperation with the Mali Dom -- Zagreb daily rehabilitation centre for children and youth, the Rehabilitation Centre Silver, the Rehabilitation Centre Stancic, the Centre for Autism and the OSICE Croatian alliance of associations of children with developmental disabilities, persons with disabilities and their families.

Head of the City Department for Social Protection and Persons with Disabilities Romana Galic said that the project was financed with HRK 1.47 million in non-repayable EU grants, and the aim was to develop social services for persons with disabilities in Novi Jelkovec, a district in the east of the city where many persons with disabilities live.

She underscored that the "Novi Jelkovec -- a Place of Independent Living" project would cover about a hundred persons with disabilities, 50 members of their families and 50 experts that will carry out educational workshops.
