It's the pre-funicular Tomićeva Street! The shortest public-transport funicular in the world was built in 1890, so the photo was probably taken in late 1880s.

We can see that this used to be a wine-growing area, so it looks like Wine Bar Basement has really hit the spot with their location at Tomićeva 5.
